That does not mean any companies or jobs will allow or offer jobs to 13 year olds or 16 year olds.
The harsh reality of it is, majority don't. An 18 year old is less of a liability than anyone younger, hence that is the required age for majority of jobs out there.
After 2008 almost no jobs accept anyone under 16, and the few that do are just that, few. Most jobs require you to be 18 now.

Unfortunately such is the case in a lot of countries, but OP lives in the US.
Don't spend money on unnecessary things. Like you said you would do, mow lawns, etc. This may not get you to 3k in 2 years, but you're still quite young.
Technically any money you make you are supposed to claim taxes on. Your employer is obligated to file a 1099 on you at the end of the year. However, anything made under $6,500 yearly is exempt from income tax... but you're still obligated to pay social security and medicare. Enjoy that one, nothing like a mandatory 10% being skimmed off the top regardless of what you make right?
Now that said, you don't have to file taxes on it because you're not worth coming after and they'll never know in the first place. Still, you're supposed to file taxes on any income you make; so they can steal that 10% from you.

What about the taxes of the thing you're getting? Or the taxes for buying necessary supplies (or even the supply cost, for that matter.)
