I wouldn't really call Herobrine a villain, but whatever.
For raw power, I'd say Discord from MLP:FiM. He's an all-powerful chaos god that was stopped by the magic of friendship(what do you expect? It's MLP:FiM, after all.) Powers include: manipulation of celestial objects, creation, destruction and transmutation of matter, probable immortality, gravity shifting, levitation, and just about everything else you can(and can't) imagine.
Sansha Kuvakei was a wealthy Caldari industrial mogul whose family had made its fortune in armament manufacturing during the Gallente-Caldari War.
He considered the empires to be narrow-minded and primitive while seeing himself as a visionary with the answer to mankind’s problems and so when the empires began endorsing free-for-all colonization shortly after first contact Sansha saw it as an ideal vehicle for unfettered technological research and military conquest and acquired a sizable chunk of the systems available to the public. This grew to a domain extending over several systems, with smaller pockets scattered around the known world, and later a small empire spanning multiple regions.
Love the lore behind Eve Online, id really recommend to read into it.
While he is no superpowered alien or anything like that, he holds great power in the Eve Online universe.

Let me explain. He is the most plausible Disney villain. His goals are pretty much a mixture of every crackpot dictator to ever have existed, ranging from genocide to getting with the gypsy lady. That is quite a spectrum.
The scariest part? He is able to get away with it, to a large degree, while convincing himself and others that what they are doing is a good thing. That is power.
Okay, for a serious answer now. From the poll I'd pick Sauron since he is a genius and a god to top it off. But from outside the poll, I have to choose...
Look at him. He's a real mastermind. With wizards and other more magical or ancient villains, you tend to expect that they'll be able to do things like rip holes in time and make barren wastelands of areas and all that kind of stuff... but when a normal guy with no superpowers and nothing to his name but a PhD does all of that, and even more? Now that's impressive. And more, a lot of other villains tend to get their plans/ideas/whatever else from somebody/something else. Not Robotnik. Robotnik is that genius. He makes the plans. He makes the robots and the schematics. He does his own dirty work.
But that's not all. Eggman has far more balls than many silly fans like to give him credit for. Does he hide away in his lab, sit down and make everyone else dish out the damage? Nope. His utter fearlessness is one of the details - alongside putting cuddly critters in robots - that define him. Without his glee in going into the battlefield, you no longer have Ivo.
But most of all, I love him for his brilliant and variable schemes. Now, I'm not having a go at Bowser or other similar baddies, but Robotnik is one of those villains who have no limit to what you would expect him to pull off in terms of fiendish schemes. He's done so much. How many villains can you say has used pirate robots, or came close to flooding an island, or made a theme park in space by conquering at least three planets and an asteroid belt, or mechanized a time monster with the help of his past self? He's done everything and will hopefully continue to do everything in the future. Love him.

Maybe you should remove the poll altogether. That'd just let people say what they want (which they already are doing) without any problems from the villains included, because it is quite arbitrary and it would be hard to include everyone
