Girls don't pay as much attention to physical attractiveness as you think. Sure, it does have an effect, but it's not as much as a girl's attractiveness is noticed by a guy. Like I said above, girls find confidence extremely attractive. For instance: I've got a friend who, in middle school, looked like a skinny, pale, emo, generally unattractive kid. But he didn't care, he walked up to girls and didn't care exactly what the girls impressions of him would be - he just was his own person, not hindered by how unattractive he felt he was.
And guess what? This kid got ALL the girls. I'm not even kidding, and I would know, too, seeing as I was his (envious at times =P) best friend, and I saw it happen several times. They didn't care as much about how he looked as anyone thought they would, as long as he was just plain confident.
I think you can find the moral of that story, and it's really a good one. I know I'm saying the same thing as my last post, but that's because its so Goddamned true. Confidence is more important than anyone gives credit for.
And about the relationship thing: don't worry too much, the worst that will happen is they say 'I have a boyfriend, asshole' and that's the end of that. No big deal, no eternal suffering. Just a minor admonishment unjustly given by someone that just met you. In fact, the worst thing any girl you hit on can do is say 'No' and maybe call you an ass or a douche, depending on how bitchy they feel. As long as you stay within your bounds (that is, don't say/do anything that's extremely inappropriate) nothing bad will happen. A failure is just a delay of success.
Of course, to help you feel confident and get the edge that looking hot gives, hit the gym. I used to be extremely scrawny, a side effect of running track. This summer, my friend got me to hit the gym most days, and following his workout plan, my body looks nothing like it did before I started. It's not like I'm super ripped now, but there have certainly been good effects, and people I used to compare myself with now seem very weak and skinny to me. So yeah, the gym helps, and it's not even an excruciating amount of effort - just an hour a day 5 days a week, depending on the program; maybe more or less.
TL;DR - Confidence, confidence, confidence, and maybe hit the gym (to help with confidence). But most importantly, CONFIDENCE!

OT: Dude, girls don't bite. At first I was like you, I get really nervous and freaked out when I talk to girls from my age. I usually bailed out of those conversations so I don't make a fool out of my self. But now, for me, it seems really fine and I don't have any problem talking with girls. Start slowly and steadily, and make sure that you have enough self confidence. Also, don't give a damn how they think about you, and just move on if you feel that they don't care. There are plenty of girls out there, choose one that suits you.
