Lets just say you are standing on the side of the street waiting to pass. And some guy comes running along and hands you a shotgun and says "Take this!" what would you do?
See if it was recently fired. If it was, I would assume it was to frame me for a crime.
I probably wouldn't take a gun from a complete stranger in the first place.

I have other people's signatures stuck off, so I can't ever seem them. Oh well.
I would make sure it was working properly, then, if it works, either sell it or use it for home defense, God forbid I would need to use it in a situation like that in the first place.
I'd take it, file the serial number off of it and add it to my collection of firearms that the government doesn't know about. What else would one do? Unless there were zombies or some other imminent threat to the local community, in which case I would of course do my civic duty first.
Friend: Here, have a gun.Me: You shouldn't have given me this gun. I'm not mature enough to know when to use it and when not to use it.
Friend: Uh oh
Me: *Shoots him in the head* Woops... *Runs away not to be caught*
OH NO HOW WILL I DEFEND MY SELF AGAINST GUN-WIELDING MANIACS IF THERE ARE NO GUNS oh wait...
And the police ARE supposed to protect.
Two fatal flaw with your statement. The first is that you assume that you will only get accosted by gun-wielding maniacs, and the second is that as I have stated, police are under absolutely NO OBLIGATION to protect you. Judges have ruled this time and time again. Their duty is to protect and serve society as a whole by trying to prevent crime. If you ever get accosted though, the only person that's going to be there to protect yourself is you. Furthermore, should you be part of a larger crime, like a school shooting, the police are not going to descend from the heavens and smite down your attacker with divine salvation. As I said, they've got no obligation to protect individual lives. They won't strike until they have an opportunity, and that opportunity may come long after you're dead. From the first shots fired at the Virginia Tech shooting until the shooter was confirmed dead, only a little over ten minutes passed. A lot of people died in that ten minute window because the police could not act any sooner than they did.

Shotguns don't use bullets.
No, no they shouldn't. They shouldn't be illegal anywhere. The police are not obligated to defend you.
