So, assuming the idiotic Rep. John Boner (intentional) doesn't shut down the US gov't, I will be going to England in a week or so. So, what would you recommend doing within the area of the given cities? I just want some suggestions.
It really depends on your interests, and how does someone 'shut down' the government and why would that stop you leaving?
In US terms, a government shutdown is when congress can't agree on a budget plan and all government personnel but the military and lawmakers don't work, and those two groups don't get paid.
And airport security, air traffic controllers, and customs are all not part of those groups.

I full heartedly recommend booking to see a play or pantomine at the Everyman Theatre. I've been many times; it's utterly quaint and brilliantly represents quaint England.
Nearby, in the city of Gloucester (look it up on Google maps: it's only a 15-30 minute drive, I think), there's a designer shopping outlet called Gloucester Quays.
If your parents are athletic, then I recommend going to Cheltenham Lido, or GL1 in Gloucester. They're swimming centres, but the Lido is open-air.
