You really wanna know why people aren't posting in the introduction threads, and picture threads, and the random chat threads, and the dozens or so other threads that have several hundred, if not thousand, of posts?
Because they have several hundred, if not thousands, of posts. It's a bit daunting. Think of it as going to a new school that's been in session for a while.
You're not going to get into a circle of friends that's been around for a year or two, if not more, by jumping in and being friendly. People are in circles of friends because they're comfortable with that circle, and they don't want anything more (otherwise, they'd be social butterflies). If there wasn't a circle of friends, the people starting topics would feel comfortable enough to get involved with pre-existing topics.
If someone new wants to try to start up a topic for other new folks that already has a similar topic on the board, why lock it? To further isolate the new people? To drive home the fact that they're not in a cool circle of friends that have been around for months?
Everyone else is fine introducing themselves in the introduction thread. It's not that they somehow find a large number of posts daunting- they just don't see it. There is no reason to have 5 of the same thread.

Really, just go to the end and post. It's possible that one is more likely to get attention by posting a new thread for introduction than by posting in a thread with hundreds others, and thus why people ignore those threads.

There's no established community on the intro thread, it's all a bunch of newbies posting to introduce themselves. Which is why it's the intro thread. repeats of existing topics don't help the discussion and can become confusing. It's all about being neat. It's actually a lot easier and convenient to condense all intros in the same thread, because otherwise they would just drown out actual discussions in the forum by making up a pointless thread just to say hi n-n

Shyness would cause one to not create a whole new thread to draw all the attention to themselves, because they're a special snowflake that doesn't have to post in the introduction thread.
