Actually, the specific one OP used as an example, that has unicode it it. Shift-JIS is an extending and hacked together version of ASCII, and is being phased out as unicode becomes more accepted. That specific character ಠ is U+0CA0. There isn't necessarily an easy way to type a given character built into your OS, either.
