I don't think that animals not wearing pants is a stereotype. A stereotype is a oversimplified concept or idea of something. I don't think "Animals don't wear pants" is really something that oversimplifies reality, since- well animals don't wear pants.
The reason skins lack pants is because they are emulating cartoon media.
And the reason cartoon media does this is because fully clothed animals can be more difficult to recognize what they are. Also, differnet clothes are often used to demonstrate intent. For example, under normal circumstances Donald Duck does not wear pants. And yet, when he goes swimming- he wears swimming trunks.

Well you see I was unable to find the correct term to explain this sort of "trend" to the OP. And "stereotype" was the one that sounded mostly correct. Thanks for pointing that out though.
And it looks REALLY weird when they are wearing EVERYTHING but trousers, like in one of the pictures in the picture that I posted. And I'm like: Why!? It's weird since it looks like they had the nerve to wear other things, but still no trousers.
Probably because in western animations, if an animal character wears clothes, they'll almost never be seen with pants of any kind. TUFF Puppy even uses this a a plot device in some episodes.

Because they're not required for animal skins, they tend to be not as central to the look of the skin, and a lot of pet clothing just covers the top half of the animal making pants (trousers) an after though if the skin designer thinks of it at all.

Of course they're wearing pants. Look at the Sabrina webcomic some time. Sabrina wears pants. Same thing for the animal skins: the tiger is wearing tiger-striped pants, etc. I bet if you held down Cestis and checked (look out, otters can bite) you'd find he's got furry, otter-print pants on.
