It is also set to a rather arbitrary number but should be set according to your PC's specifics (that is if it actually works).

This one shouldn't be used by anyone not knowing what they are doing. It probably does nothing at all, but it's also potentially problematic.
First off, most LCD's can't get up to 120. Second, this should be set by your monitor's driver settings, not by a game.
I think this could potentially be a problem because if the game did force a frequency your monitor didn't support, then it would cause graphical issues or even potentially burn out your monitor.... I may be wrong that is even possible, though.
This is probably not the case and this setting most likely does absolutely nothing at all on the majority of computers, but it's always better safe than sorry isn't it?

I also have no idea why you would want DX 9 if you have DX 10 or 11 (and if you dont have those then it forces 9 anyway).... I don't think it is any faster... I could be wrong on this one, but I don't see much reason why you might get an FPS boost from this. You may even lose some FPS... I'd like to see some evidence for this one... I might even test it out myself later.

The rest of the "tweaks" don't really do much, except change how your mouse input is handled (gaining no FPS). So... I'd actually be surprised if these "tweaks" do much of anything at all.
The biggest change is no AA on fonts, which would most likely only be a very minor FPS boost, if it even changed at all... with today's computers AA on fonts should be very, very fast.
