I think it might be that they're hard pressed to come up with good ideas for three - how can they make something suitably epic? It's quite a hard one to answer.

Well it would probably be the last game, so they could make an epic ending. And it's been 5 years, they could of thought of something by now.
I like waiting for Valve games, it means they're taking their time to make it perfect, which they always are. When they do get released, instead of a rushed sh*t, it's another masterpiece of gaming.Maybe because the half-life of 666 is 333
Maybe they think that the number 3 is half cursed, and they game won't be as good if they include the number 3?
Or as said by someone else, they made a deal with the devil, and he was like "well the half life of 666 is 333, so... NO NUMBER #3!
There's tow core reasons why it's taking so long for Episode 3/Half-Life 3 to release. Valve has become comfortable functioning as the head of the Steam platform, and they know they can survive without producing games any longer. They have additional income, so their deadline and title schedules are more loose than they've ever been before. The second reason is that Half-Life is their flagship series. Valve is known for their extreme measures of playtesting -- it's why their games are so good. They need Episode 3 to live up to its hype, and for that to happen they need to absolutely perfect its pacing and gameplay factors.
Personally, I'm fine with waiting this long if they deliver with exceptional quality, and I trust they will.
But at least once, they released three installments of a franchise. Count with me
1 - Counter Strike 1.6
2 - Counter Strike Condition Zero
3 - Counter Strike Source
And soon 4 - Counter Strike Global Offensive

As said before, there are so much videogames of the franchise that don't need a thrilogy, like Portal.
But there's one thing that i don't understand from the end of the game (warning, spoilers):
When you go out, there aren't aliens, and that's strange, because the half-life world and the portal world are conected, then, if the aliens aren't exterminated why there aren't aliens on the surface?
Aliens don't control everything in the Half Life games. Chell os probably just in an empty area of the planet. Or maybe in the next Half Life game, the aliens will be beat?
The reason I think Valve "can't count to three" is that they are slowly hyping everyone about it. With a long wait for the next sequels of the games, this makes everyone impatient for them. Thus, all the people who are waiting and whining for these games (and that is a pretty large amount) will quickly jump up and go get the game on release. In the end, Valve will easily make millions and have a ton of happy fans.
Star Wars Battlefront 2 (Perhaps you have heard of the Battlefront 3 curse?)
Republic Commando. (Beats most modern shooters, but didn't even get a sequal...)
Jedi Knight 2: Jedi Outcast
Force Unleashed 2, but is still new and I hope it dosen't reach 3.
(and I'm pretty sure the rest of the Star Wars games never even got a sequal. Most are generic flying or games based on the movies. Bounty Hunter was terrible.)
Since Valve is too busy working on a Steam Box they don't have enough time to launch a whole lot of new games yet. A Steam Box launching coming bundled with all the third games from Valve might be interesting.
But they aren't called "Counter Strike, Counter Strike 2, Counter Strike 3" but "Counter Strike, Counter Strike Condition Zero, Counter Strike: Source"
And same could be applied to Half Life even if you DON'T count the Portal Games or Addons

(But that's a bit cheating in this case as the Episodes were supposed to be "Half Life 3" together, so they theoretically never made it that far)
Still, in case of Half Life, we got three (or four) games for HL1, three for HL2 and two Portal games...

It's not the number that makes it bad, it's the fact that it's the third game, regardless of the subtitle. If Half-Life was going to go bad it would of a long time ago.

No, there has never, ever been a sandbox game with a story or ending... except Grand Theft Auto... and Saints Row... and Red Dead Redemption... and Crack Down... and Assassins Creed...
How many good third anythings-in-a-series can you name? Take movies, games, whatever. Yeah, good third movies happen, and good third games happen sometimes, but they're usually the exception. Also, usually the problem with thirds is that they're intended to be the conclusion of a trilogy, and that has various consequences.
As for Valve, I chalk it up to either amusing superstition, or just some kind of in-joke, like Bungee with the number 7.

Portal 2: Game basically ends in Portal 2, Unless we are going to have portal in the city which I would find stupid then its totally ended.
