So I talked to him in the Winking Skeever, I shadowed him to the warehouse and when I opened the door and went into the warehouse, he wasn't there. My current quest goal says to confront Gulum and the quest marker says to go to the warehouse, but when I go in, it points somewhere north-west I think (past the warehouse walls), and he doesn't show up at the horker cages next to the bandit. I accidentally entered too many places, thus deleting all my old saves and I've tried the bug fix where you kill all the bandits in the warehouse and in the grotto, then go back to the Winking Skeever and deactivate and reactivate the quest, and I also tried restarting my Xbox 360. Nothing's working, someone please help, I really want to complete the thieve's guild quests.
I had that same problem but its fixed now. I don't know if it fixed itself or if I did something to fix it. What I did was log onto my profile with the second controller and booted up the game. At the time I didn't realization I was on the second controller, but I noticed my settings changed. I always have both subtitles active but they were deactivated and the difficulty was set back to adept. So I changed them back. I thought it was a bit wierd. So I checked the mission to see if it changed, which it did. The marker was iver the grotto, fast travelled there and the marker led strait to him. Hope it works for you, good luck.

It took me a bit to find a fix but here it is....go into brinewater grotto and kill everyone once you do this the quest goal should change to confront gulum and you exit out the back of the cave (look for leavers) the once your outside follow this guide

Did you not read my post? My quest goal is already on confront Gulum-Ei and I've already killed everyone in the grotto and the warehouse.
This bug is well-known; from the UESP: "Sometimes after leaving the Winking Skeever Gulum-Ei will disappear. The quest objective marker shows his location as through the wall of the city, although leaving the city puts the marker on a small door between the trading company and the lighthouse that leads back into Solitude."
There's no listed fix except for PC players who have access to the console.
Here's my idea, though I have no idea whether it's even feasable:
If you're a member of the thieves' guild, killing a member will get you kicked out, correct? I'd try that, then perform whatever reparations they ask. It might restart the quest. (I haven't done any of the crime-related questlines in Skyrim yet, so I could be completely off-base here.)
My other suggestion is to leave the area and let the cells reset. The sure-fire way to know whether they've reset is to stay away from the area for over 30 game days. That might set him back to where he's supposed to be.

If you lose track of Gulum-Ei after he leaves the Winking Skeever, and his quest marker shows that he is in Solitude, you may be able to reach him by activating a texture glitch in Solitude that allows you to drop down onto the terrain that the city is generated on. To do this, start by going outside the Fletcher shop, from the door looking southwest, and jump over the small wall to land on the roof of Angeline's Aromatics. Jumpclimb to the small ledge on the south side of the roof, and face south. Use Whirlwind Sprint to cross the street onto the roof of Bits and Pieces. Go west to the edge of the roof, and look south to the roof of Raidiant Raiment. Walk onto the section of roof where Bits and Pieces and Raidiant Raiment meet (facing south), and you will drop down below the city. Gulum-Ei has been reported to be in many different places under the city, but you should be able to walk to his location following his quest marker. However, if you do find him under the city, he will not be able to move, so your only solution** at this point is to kill him so that you may finish the quest.
This bug can also happen right as you enter the East Empire Warehouse. To fix this on the Xbox simply go back through the door you just entered and then reenter it. He should begin to walk again.

I tried getting kicked out and rejoining, but it puts you at the same spot on the quest as you previously were, with the glitch still there. As for waiting it out, I've been doing that ever since the glitch happened, and I don't think it's working. I've tried dropping down under the world on top of the bits and pieces store roof, I looked around for him, but I didn't find him, maybe I could try again, I didn't look everywhere I suppose. Anyways, thanks for taking the time to help.

I'd try using the shouts in nooks and crannies and see if you can jostle him out of his glitchy place. Maybe cast frenzy or something to make him attack you...
Sucks that you're playing on Xbox, since you can't just console your way forward.
I have the same problem. I've tried the glitch, but it didn't work because he wasn't there. It says he's in the warehouse, and I cannot go back to any saves.
