I think a lot of people are confusing overrated with over hyped. Spore for example never really scored massively amazing reviews on release. Though it didn't pick up a huge following it did alright. Fable is another case, it was over hyped before release but I think the community response and the ratings were quite fair. It was still a ground breaking game at the time considering the fall off in the number of RPGs.
Now looking at a game like GTA 4, it got 10's all around from dozens of sites and reviewers yet I don't it is that great of a game. It is certainly good but I consider it overrated. Is it the most overrated game I've ever played? I don't know but it certainly ranks up there.
Just checking the metacritic results reveals what I mean (except for Spore which apparently has very negative community response which actually surprises me considering the feedback I recall shortly after release) Fable matches up well while GTA 4 shows a 2 point difference.
I can only think of two, since I really haven't bought that many games that disappointed me;
Spore - For reasons already explained. Mirror's Edge - While the rooftop free-running stages were fun, the combat was horribly designed, and many of the levels were jumping puzzles in small rooms, not what I expected from a parkour game.
Half Life 2: The gunplay just wasn't that much fun. I loved the pulse rifle and the grav gun, but everything else seemed really dull. The last level was completely awesome though. I'm not saying its a bad game, I'm just saying its not the best game ever.

it promised us better kill-streaks even though they were all just as lame (except when you get in the chopper) The campaign was awful and it just put freaking ridiculous to a whole new level. and the multiplayer was the worst EVAAAAR!!!!!!!! they didn't balance guns they claimed to have a money system to unlock things but YOU STILL NEED TO LEVEL UP! (that just made unlocking stuff more pretentious) you can snipe across the map with an smg! AND that training mode were you play with robots needs internet connection to play WTF!!!! i have to admit though zombies was pretty fun
Any Unreal game. Worst 13 bucks I spent on a steam sale for 5 games. So what if they're the basis for every damn shooter. They have their pros, but it's not for me.
I doubt would have come to that conclusion if you had played it in 1998. Aside from Quake 2 & Half-Life there were no other fps games that were even remotely good. I'd take Unreal over those 2 any day. It had a much more immersive game experience and the graphics/sound was simply unmatched for years after. Even today with the high resolution textures, DX9 and updated sound system they are very enjoyable.
To each his own, but saying unreal sucks is just ignorant. Few can match it's 10 years in development and amount of professional designers...and no.. Duke Nukem Forever doesn't count...that was just a bunch of screwing around.
Far Cry 2: Heard it was good, bought it. The first thing I wondered was, "Why the hell is everyone shooting me?!?!?" Then it just got boring, crappy story, horrible AI, innoying gameplay. Just a bad game.
Left 4 Dead 2: Before you say anything, I know its a great game, but after playing it 20 times, I just got bored as hell.
Halo Wars: I played the DEMO version, I just thought the gameplay and controls were horrible, Another bad story, etc.
Fable 2: Played it like twice, Got bored as hell with it the 3rd time.
Duke Nukem Forever, and of course, Call Of Duty: Black Ops. They made a series that was going downhill suck balls. And as for Duke Nukem, we essentially waited over a decade for a game with Playstation 2 graphics.

I like to think that whenever you beat an AI in any videogame, it gets sent to whatever equivalent of Hell computers have. I can only presume that this would be Aperture Laboratories from Portal. May GLaDOS have mercy on them.
I played it for 3 hours in the free weekend, after that it just felt like a grindfest. Yeah, even as a Monster Hunter player I'm saying that. It was boring after a few hours.

Anyways, Black Ops was very overrated, it was definitely one of worst COD games cause you only played it for like a week or month and then stopped playing it.
I usually have pretty good nose for overrated games and avoid them from long away. I was fooled only one time: Spore. Presented as THE evolution game, but it was really just a set of editors in a cartoon environment.
I would have said Half life 2, Team Fortress 2, any CoD after the second, same with Battlefield, etc. I have successfully managed to avoid them, though.

Now, it's not a bad game by any means, but given the people who praise this game, they make it sound like it's the Jesus Christ of video games, and it's not at all. If anything, it's predecessor, The Legend of Zelda: A Link to the Past, has a better chance of claiming that title.
Spore was my big "overrated game." I tried it once at a friend's house, bought it when it went on sale one day, and when I got to the Space Stage about 2 days after I bought it, I was like "...this is it? So my choices are to terraform new planets and meet new races?" While the game is much, much better with Galactic Adventures, it's still a very simplified game to play with not a whole lot to do even in the endgame.

The creature stage was the only thing remotely close to fun imo. and I didnt care enough to to pay for an expansion
