Welcome to The End Of The World As We Know It! This RP is set in 2060, forty years after the collapse of civilization. Society has fallen and the world is up for grabs. I'mma try to break up the information presented here so you aren't hit by a wall of text.
-This is a Hardcore roleplay. This is to say that you should be comfortable with writing posts that are at least a paragraph or two long. Even though this is being brought to you by the same people who made Precipice, the expectations regarding realism are going to be much more relaxed.
-This is a Strat/Sandbox roleplay. I'm using that term to differentiate this roleplay from those strategy roleplays that often emulate strategy video games. The objective of this roleplay is not to build up a nation to be more powerful. Rather, the objective is to describe a society. Emphasis should be placed on characters and cultures rather then weapons and armies.
-This is going to be a "Scavenger World" style apocalypse roleplay. This means that emphasis should be placed on creative use of your surroundings. I would much rather see crossbows made from household items then assault rifles. This is not to say that conventional weapons will be banned, but rather that they are discouraged.
Background
The 2010's were a rough time. The world economy grew weak as the decade went on. As the decade came to a close, oil extraction reached it's peak and began to drop, bringing about a resource crisis that was felt from the negotiating table to your neighborhood pump. Growing economies in Asia and Africa butted heads with the old powers in America and Europe over trade privileges in oil rich countries, causing an expansion of regional tensions in the Middle East. This only managed to exacerbate the problem. Meanwhile, the crisis caused domestic problems for the major powers as lines at the pump grew, often lasting for blocks. Annoyed motorists did what they could to avoid the hour long waits for fuel, causing them to travel less and spend less.
By 2020, developments in alternative fuels brought hope. By the next year, the mass production of petroleum substitutes seemed likely. This hope was dashed by a disaster nobody could have predicted. On February 29th, a solar storm hit the planet with a ferocity that had not been seen in recent history. Aside from causing the sky to be pretty, the storm fried the world's power grid and satellite network. Instantly, the global industrial civilization that relied so much on technology was brought to it's knees. The world's economy could not withstand both the fuel crisis and the power crisis.
The next few months seen the world's governments spending much of their energy trying to restore order. Limited power was restored in several major cities, but it was an uphill battle. The straw that broke the camels back came on March 15th. Back-up power at several Russian military facilities went down, triggering a Cold War nuclear dead mans switch. Few ICBM's were actually launched, and few reached their targets, but it was enough to cause chaos to engulf the world.
Now it is the year 2060. The initial chaos has calmed down, but society as we know it has dissolved. Now small factions across the country fight for control over their small chunks of dirt. The Great Lakes region is no exception.
RP Concepts
-The Ohio Wasteland: On the map that this RP will take place in (Great Lakes Region), the only places that were nuked were the major cities in Ohio. This means much of Ohio will be covered by an "Ohio Wasteland". This area will be irradiated, so bring protection.
-Zombies?: Another aspect we are adding is a disease that makes people go rabid. There are several differences between this and traditional Zombies.
A: These creatures are fast moving and retain most of the skills they had before they became sick. They still have their minds, and aspects of their personality.
B: They are not undead. They are very much alive, and can be killed the same way you kill anything else.
C: The major change is that they have an overwhelming desire to eat humans, and they are willing to put themselves in a lot of danger to fulfill this desire.
D: They can use weapons, though they would have difficulty concentrating enough to use complex weapons. Still, there should be some who are capable of doing that.
-Creative Control: There will be areas where players have a say in what is happening outside of their borders. This will only be the case if I decide to give creative control of a region to a player. This means that, in order to set up in their region, you will need their permission.
Rules
1: BE REASONABLE! This is always the most important rule. It is also the most vague. What it means, in essence, is that all you really need to do is act logically considering what you have and where you are. This will essentially cover all the rules, but for the sake of clarity there will be more written rules.
2: Do not God-mod without permission. You can likely get away with small things of little value, like moving an ambassador from point A to point B in a prescheduled meeting. Even then, it is best to ask.
3: Do not assume moves. We do not want armies to appear out of nowhere. If you are invading, mark your movement. When you leave, where you are going, etc. when there is a war, don't just go "My army is at your gates bombin' them up". out of nowhere. Explain the process of going from their homeland to the enemy gates, over the process of several posts in order to allow your opponent time to respond properly.
4: There is no censorship. At least not from me. I don't care how much you cuss, how risque you get, or any of that. It is not conducive for self expression to limit aforementioned self expression to the morals of a philosophically bankrupt society. Do some violence, do some drunkage, do some sexing, that's fine. After all, you are interpreting society, not inventing your own utopia. I am not responsible for a moderator responding to such activity, however.
...and the most important two rule.
Have fun. I don't mean that as a nicety. If you write a post that you have fun writing, it will probably be fun to read. I'm not going to be expecting you to crunch numbers like in other hardcore rp's. Your resources should make vague sense of course, but only as much as you would see in a movie. Also, don't worry about taking this seriously. If you want to reference a favorite tv series, book, videogame, etc, then do so.
Be Creative. It will be a bummer if you take this opportunity and waste it on conventional weapons, vehicles, and cultures. This is your chance to turn all those day dream office supply weapons into a reality. Every object in our world can be used for something else, after all.

So, anyway, I think the union with Ukraine (that has got the historical capital of Rus' called Kiev) would be great if the Ukraine would try to settle the situation down with diplomacy. Without any changes from other sides, I can't change much to my character...
President Ron Paul looked out across the city with a worried expression. It was burning. Rioters had taken control of half of the town, destroying everything in their path. News had came in that morning at breakfast that the rioters had taken Georgetown. The National Guard was doing what it could to hold them back, but they simply did not have the resources to keep the entire town down. It seemed as if the entire population were working against them. President Paul had been advised to evacuate the city, and he had been escorted to the top of the White House to await Marine One. Leaving the city felt wrong, like a captain abandoning his ship, but it seemed like they were all out of options.
An eerie fog engulfed the city. Or it was soot from the fires. At this point, it was hard to tell. The mist glowed a dull orange, like a cloudy sky at sunset. It was noon. The air was orange in every direction. Had the fires consumed that much of the city? Another effect the haze had on the President and his entourage was that it muffled whatever sound might be around them, causing a uncomfortable silence. There had not been traffic for weeks now, but there were still people. Wherever they were, they could not be heard.
From out of the mist, the muffled sound of helicopter blades slowly approached. Taking a deep breath, President Paul bent down and shielded his face as Marine 1 slowly touched down. A secret serviceman to the left President put his hand on the President's back, gently directing him to the craft. Glancing back at the the city quickly, President Paul sighed and boarded the helicopter. As they lifted into the sky, they rose above the fog.
From above the clouds, the President could see much more. Monuments poke out of the fog below like mountains peaking above the clouds. Breaks in the smog allowed a better view of what was happening on the ground. From above, President Paul could see figures dashing through the streets. The streets were littered with debris. Burning piles of trash dotted the urban landscape like lamps. Men could be seen fighting over indiscernible objects.
As they continued along, the first sign of the National Guard appeared. In a small gap between the cloud cover, the President could see a burning APC surrounded by several camouflaged men. Something had rendered the vehicle inoperable. Further on, several other National Guardsmen could be seen firing upon a small crowd gathered in the street in front of them. This sight shocked the president, who gasped as he watched one of the civilians launch a small burning object at the soldiers. Upon striking the ground, the object exploded into a ball of fire, igniting one of the National Guardsmen.
The next shock came as they approached the Capital Building. The disorder had started there when protesters had turned violent a week before and drove congress out of the building. The building had burnt for days, but the fire had already went out. The shell of the building still stood, it's windows and edges charred black. Somebody had hung a pure black flag from the Statue of Freedom on top of the dome. The dark flag fluttered erratically as Marine 1 flew past.
As they helicopter reached the edge of the city, a bright light came from the sky and slowly descended on the city behind them. The President's heart skipped a beat as he looked over his shoulder to watch it descend in front of the capital building. For a moment, the air seemed to pull back toward the city as if the capital was sucking them back in. Within the next moment, an explosion rocked the earth.
A fireball rose from the place that the light had descended. As the ball of fire rose, the sound of the explosion reached Marine 1. It was a low rumble, like the sound of an approaching thunderstorm. Panicked, President Paul looked over at the secret service agent next to him, who's face communicated the same horror he felt within himself.
"We didn't order that, did we?" President Paul inquired.
"I hadn't heard anything of it, sir" the agent replied. The fireball climbed into the sky, forming a mushroom cloud. Within seconds, the shock-wave reached the helicopter. Marine 1 was thrown in the air like a plastic bag, tossing to the side as the pilot desperately tried to regain control. The President tightly gripped his seat as the helicopter continued to spin downward. As they continued their descent, the rotors failed, turning them into a rock in the air. Below them, the Chesapeake bay rapidly got closer until they struck it, then all went black.

I'd just look up present day Canadian navy numbers, and cut that down a quarter of the size.

How high? I would say around 10,000 to 20,000 Meters as i have read that is a norm....
