I really enjoy the "you own a government' RPs so i decided to make my own, set in SPAAAAACCEEEE!
=History=
After the 4th World war in 2100, the remaining nations of the earth binded together to form the EA (earth alliance). In 2150, at a secret EA facility in Antarctica, the EASS Einstein was launched. The first ship to use the new tachyon imitation drive, the Einstein was able to reach star systems up to 200 light-years away from earth within a few short years. This ushered in a new era of space travel, the EA began producing large numbers of starships and by 2300 they controlled every star system withing 200 light-years of earth. The EA had debated moving out further, but every time someone put the notion forward it was rejected, as most of the citizens were afraid of contact with hostile aliens. Finally, in 2400, they were able to get the idea through the paranoia of the citizens, the vote was on the side of expansion, with just enough people voting for it for it to pass. The EA began construction of a faster FTL and by 2450 they were able to reach out further and faster. The EASS Contact was launched with this new FTL. ((That is where the game begins))

Species: Alien
Description of government: Democracy, kind of cast system where the higher rank you are, the more your vote counts. Majority always wins. The Plasmic Excustives are in favor of peace, and will use their powerful "army" only when attacked.
History: The Excustives were created by a plasmic explotion caused by a star crashing into a quesar while a wormhole was created by dark matter atraction. Seeking good relationships with these other life forms, the Excustives followed the next rocket to the solar system. They sat on asteroids and brooded over going to earth or waiting. That's where they are when the story starts.

Species: Elkor (A race of aliens which are fierce in combat. They are fantastic at space combat and boarding. They are large black creatures with three eyes and four arms. They have a set of horns atop their heads and spikes covering their back. One the end of each arm is a hand, however instead of fingers they have spikes. Elkor equipment is designed to accommodate these features, however salvaging enemy equipment for use is difficult, and requires extensive modification prior to being used. Due to harsh conditions of the Elkor home world, they have adapted to not require oxygen. )
Description of government: Each year two competitions are held. One in which Elkor are tested in war simulation pods. They are tasked with piloting a space ship, commanding a fleet and managing an entire battle. The winner is placed as the military head. In the other the simulation is on managing an economy, making governmental decisions and a general intelligence test. The highest scorers are made heads of government. If a previous winner has done exceptionally well in real world scenarios, their position can not be contested until their leadership ability fades.
History: Starting on the small Elkor home planet, which quickly ran out of vital resources, the U.E.A had to expand quickly, adapting to space travel quickly. They were fast in conquering many planets in the surrounding solar system. They set up an infrastructure and quelled all rebellions. Now, foreign ships have moved close to their solar system and attempts of contact have begun...

Name of government: Cassiopeian Federation Species: Human
Description of government: The Federation is controlled by the Federal Fleet, or FF, whose leader recieves the title of Fleet Admiral, and has absolute power over the Federation. The admiral chooses his successor when he retires or is about to die. If a Fleet Admiral were to die without choosing a successor, this would be decided by the higher ranks in the Fleet.
History: When the E.A began sending ships into the galaxy to expand its territory, Commander Lucas Blayne, who was in charge of one of the ships, the Cassiopeia, and was very respected among his crew for his great leadership, convinced the ship's crew cut all communication with the E.A, which he considered corrupt and ruined, to settle on a distant planet, to forge their own independent nation. They travelled as far as their ship could tak them, and settled on a small and cold rocky planet, which they called Dyarran, orbiting around "Epsilon Cassiopeiae" A giant blue star 400 light years away from Earth. They soon developed a small fleet and conquered most systems in the region, most of which were either lifeless or populated only by underdeveloped species. Soon, a small federation was formed, consisting of 34 planets scattered between 11 systems. It was named Cassiopeia, as the ship they came in, and the constallation which they went towards. Lucas Blayne became a hero of this new nation, ruled by the military force of his fleet. As such, they are a nation focused on military development and expansion. They lived excluded from the rest of the human race for almost 200 years, until a small fleet of E.A ships was spotted near their borders. They didn't have much trouble in capturing the fleet and taking the crew members as prisoners, but by that time they had already reported their existance to the rest of the E.A. The federation knew their time of prosper was nearing an end, now that the E.A had discovered them.
((As for the map, I believe the best way to make it would be simply choosing a picture of the milky way and marking the territories of the different nations on it, since its somewhat disc-shaped, and its HUGE. about 100 thousand light years across.))

Species: Carinians (Aliens that resemble sangheili (elites) from Halo.)
Desc. of government: Carinians, unlike their Halo counterparts, are trade- and peace-oriented. Democracy, of course. Their space fleet look like the UNSC Infinity.
History: The arriving from outside the Milky Way they settled on Carinia, a resource rich planet. They soon had a alliance stretching across 5 systems, encountering many life forms. However long range sensors have detected more craft on the horizon of their range, craft of an unknown origin.

Inside the asteroid belt of the sol system, a small EA scout ship discovered intelligent life forms! They are known as the Plasmic Excustives. Diplomatic relations have begun with them.
More aliens?
A small exploratory ship from the alpha centuari colony recently reported picking up very faded transmissions, obviously not directed at the ship. THe ship has moved to investigate.
Mysterious dissapearence...
The EASS Horizon dissapeared while scouting around 400 light years from earth, the cause is unknown and a small fleet of battleships has been outfitted with long-range FTL drives and has been sent to search for it.
Research
The EA has begun researching more advanced translation technology. it is estimated that this will be complete in 2 months ((Each post somebody makes is a month, unless it is not an action post))

After encountering the E.A scouting fleet, the Federation knew well it would'nt be the last they'd see of them, so they began enforcing harder training for their pilots, since the fleet had somewhat lost it's attack power when it stopped being used as a tool for conquering and became a sort of "police" for the federation. The fabrication of ships in larger numbers has been ordered, and the whole fleet is in alert.
The ships can be quickly built, but the training and recruiting of pilots will take a couple of months ((Not really sure how much I should set that to))

THE MAP:
Each of the large squares that you use in paint are 200 LY each one is a sector. Like ramiro suggested you grow by conquering or colonizing sectors. Parts of sectors can also be taken, allowing you to have a non-cubical territory. The sun and other notable stars are marked for your convenience, allowing you to figure out where you are.
COMBAT/TAKING OVER STUFF:
The combat system is based off you attacking someone and specifying how much damage THEY took YOURSELF, normally this would be considered either powergaming or metagaiming but for the sake of nobody saying "nope, didn't get hit once" we are using this system here, i trust attackers to give a reasonable amount of losses for the defenders, if you say something like "i take my cargo ship and destroy your battle fleet at your homeworld" then you will be punished and the attack will not count. THINGS HAVE TO BE REASONABLE. The defender also determines the losses for the attacker, with the same rules applying. The conquering of planets and systems does not really exist, aside from attacking homeworlds. When you want more territory and don't want to colonize anything, then you can say 'I attack ______" you can specify how many ships you are sending. The "losses" are territory AND ships. IF you win, you would say "I take ____ amount of sectors" (usually one) and make the number of sectors you specified your color, these sectors MUST be owned by the government you attacked and MUST NOT be "cushioned" by other owned sectors.
SHIPS
The only unit used in the game, each ship doubles as a troop unit. Every government starts off with 1,000 ship units(unless it states it has a powerful military or is a military society then it has 1,500). one ship unit is not one ship, because the amount of ships used by a galactic empire would be in the billions or so. You can have automated ships, they really don't do anything to combat effectiveness except sound cool and let you know that those hundred thousand ships you lost didn't have any people on them.

Training makes your ships more effective, that's really it. Literally.

Lost Ship
The EA fleet detected radio signals coming from Epsilon Cassiopeiae. The signal frequencies were very similar to EA frequencies. Some of them talked about an EA ship, the Horizon, they apparently captured it. The following message was sent to the radio signal source:
"You have attacked an EA survey vessel. Return it, and no harm will be done to any of you. IF you do not return the vessel we have authorization to use deadly force."

Species: Kuv'nos
The Kuv'nos are a very resilient species, in that they can withstand the vacuum of space for anywhere from 10-15 minutes. They are tripedal, their skin only appearing in a single shade of sickly grey. As for shape, they appear somewhat centaur like, their bodies appearing like that of a horse if its fat and skin were to be removed. They appear somewhat like extremely tall, lanky, and bony humans, though they are extremely strong and averaging on three meters tall. Their necks appear similar to humans in shape, though their are gaps between their spines and the sides of their necks, making them especially vulnerable to being broken. Their mouths are more filter-like, as they inhale nutrients, rather than chewing and swallowing as most organic beings do. They are extremely muscular, making them more than worthy fighters. Despite the strength of their immune systems, they are vulnerable to specially modified beam weapons and nano-technology, something which they are well aware of. They use telepathy to communicate with other, although they can speak vocally. They have four identifiable sexes, each only compatible with one other. They reproduce sexually, though the incubation process of their children takes up to two years. The Kuv'nos are also resilient against various toxins and extreme temperatures, things like arsenic having very little effect on them. This is partly due to the fact that they can secrete a powerful toxin from the tips of their clawed arms, soemthing which is extremely deadly to many organic beings, and can kill an adult human within 12 minutes if not treated. There is no known antibiotic that can cure it.

Their home planet was initially inhabited by two other sentient/sapient life forms, both of which the Kuv'nos obliterated in a series of genocidal wars, all of which were begun by the Kuv'nos in their equivalent of Earth's atomic era. Even after this era, the majority of the Kuv'nos became obsessed with nuclear energy, to such a point that many began to believe it was a divine gift from their gods to assist them in their ascension to immortality. As such, Kuv'nos technology began to revolve around nuclear power, most of their weapons based around some kind of nuclear radiation. Likely due to their obsession with nuclear power, the Kuv'nos discovered Cold Fusion power fairly early, something which powered their expansion into the stars.
Being as incredibly adaptable and resilient as they we, the Kuv'nos were able to colonize many planets, their conditions for habitability being much less stringent than some other species. The Kuv'nos also accidentally discovered their ability to go for extended periods without breathing oxygen or without much heat(or the reverse), which also contributed to the fact that they could survive in especially thin atmospheres. As such, the Kuv'nos prospered in the harsh Milky way, though they had still not discovered another species which matched or surpassed their level of intelligence.
Detailed history: Kuv'nos history has long been shaped by their aggressive tendencies, and their love of bloodshed and combat. Their homeworld, Norre'Kesh I(Translates to 'Home of the Gods' in English.), was once home to a plethora of creatures, some even sentient, though they were all destroyed by the Kuv'nos in a series of wars from 1004-1682. 1882 was, after all, the year the Kuv'nos discovered nuclear weapons, which many came to believe were a gift from the gods. The Kuv'nos began deploying ncykear weapons against their enemies, exterminating them utterly after several months, and barely avoiding armageddon. A new church sprung up around this belief, Kuv'nos technology soon becoming largely based around nuclear weapons. The Kuv'nos first entered space in 1934 when they set foot on most hospitable of their planet's 64 moons, named Voran'Kesh(Ship of the Gods). With so many of their available resources poured into nuclear technology, the Kuv'nos built their first nuclear pulse drives in 1996, and their first fusion-exclusive nuclear power plants in 2004, the conversion taking a total of 34 years.
Five years later, the Kuv'nos fully colonised Norre'Kesh II, another planet in their solar system. Antimatter was first used as a power-source on asteroid-based research outposts, the immense energy it provided allowing the Kuv'nos to build their first warp drives in 2062. They first colonised a planet outside of their solar system in 2068, at least five systems under their influence by 2089. Over several dozen years, the Kuv'nos discovered the incredible resilience to otherwordly conditions that they possessed, constantly expanding for hundreds of years, still heavily reliant on fission and fusion weaponry along with lasers for many years, until the discovery of particle beam weapons in 2302. Having found a steady stream of resources to supply them for years to come, the Kuv'nos stopped colonising planets around 2400.

The Kuv'nos first entered space in 1934 when they set foot on most hospitable of their planet's 64 moons, named Voran'Kesh(Ship of the Gods). With so many of their available resources poured into nuclear technology, the Kuv'nos built their first nuclear pulse drives in 1996, and their first fusion-exclusive nuclear power plants in 2004, the conversion taking a total of 34 years.
Five years later, the Kuv'nos fully colonised Norre'Kesh II, another planet in their solar system. Antimatter was first used as a power-source on asteroid-based research outposts, the immense energy it provided allowing the Kuv'nos to build their first warp drives in 2062. They first colonised a planet outside of their solar system in 2068, at least five systems under their influence by 2089. Over several dozen years, the Kuv'nos discovered the incredible resilience to otherwordly conditions that they possessed, constantly expanding for hundreds of years, still heavily reliant on fission and fusion weaponry along with lasers for many years, until the discovery of particle beam weapons in 2302. Having found a steady stream of resources to supply them for years to come, the Kuv'nos stopped colonising planets around 2400.

Description of government:The Zecho Republic is a government that is basicly perfect. They have no enemys yet they still have a highly trained army. They have no form of currency. The zechos are also able to speak any written language that exists or ever has existed in the whole universe. They are also a very technologicly advanced society.
History:My father was a very smart scientist back on earth. He was working on long range space travel privetly way before the idea even came up. He succesfully made a ship that could go over 400 lightyears away. He then packed his entire lab into the ship (somehow), then he blasted off and was traveling in space until he found this planet. He then married one of the zechos and a few years later that is where I come from. My father has passed away on a flight to find other nearby freindly planets. I have now taken over everything he had brought with him and I am now almost as smart as him. As for the planets history I don't know much but I do know that this planet hasnt been around for long and that they havnt had any wars.

The EA had debated moving out further, but every time someone put the notion forward it was rejected, as most of the citizens were afraid of contact with hostile aliens. Finally, in 2400, they were able to get the idea through the paranoia of the citizens, the vote was on the side of expansion, with just enough people voting for it for it to pass. The EA began construction of a faster FTL and by 2450 they were able to reach out further and faster. The EASS Contact was launched with this new FTL. ((That is where the game begins))

PLEASE specify what happened to the other player, ex: I attack the space station with the 3rd fleet. It suffers heavy damage. DO NOT overuse that, no saying "i send one guy armed with a laser pistol over to the enemy capitol planet and destroy it completely ridiculous stuff like that will result in an insta-kick from Star Empires.

Species: Alien
Description of government: Democracy, kind of cast system where the higher rank you are, the more your vote counts. Majority always wins. The Plasmic Excustives are in favor of peace, and will use their powerful "army" only when attacked.
History: The Excustives were created by a plasmic explotion caused by a star crashing into a quesar while a wormhole was created by dark matter atraction. Needless to say, the Excustives devaloped differently than humans. They simply appear, and when there are things like war more are created. They do not have religion and belive in enjoying life. Parties and holidays are celebrated on a daily basis. In 2300, the Excustives' curiosity was spiked by human ships traveling near thier home territory. Seeking good relationships with these other life forms, the Excustives followed the next rocket to the solar system. They sat on asteroids and brooded over going to earth or waiting. That's where they are when the story starts.
Other: They have a variety of looks. Some look like humans, while others fireballs and some mud.

Species: Elkor (A race of aliens which are fierce in combat. They are fantastic at space combat and boarding. They are large black creatures with three eyes and four arms. They have a set of horns atop their heads and spikes covering their back. One the end of each arm is a hand, however instead of fingers they have spikes. Elkor equipment is designed to accommodate these features, however salvaging enemy equipment for use is difficult, and requires extensive modification prior to being used. Due to harsh conditions of the Elkor home world, they have adapted to not require oxygen. )
Description of government: Each year two competitions are held. One in which Elkor are tested in war simulation pods. They are tasked with piloting a space ship, commanding a fleet and managing an entire battle. The winner is placed as the military head. In the other the simulation is on managing an economy, making governmental decisions and a general intelligence test. The highest scorers are made heads of government. If a previous winner has done exceptionally well in real world scenarios, their position can not be contested until their leadership ability fades.
History: Starting on the small Elkor home planet, which quickly ran out of vital resources, the U.E.A had to expand quickly, adapting to space travel quickly. They were fast in conquering many planets in the surrounding solar system. They set up an infrastructure and quelled all rebellions. Now, foreign ships have moved close to their solar system and attempts of contact have begun...

Species: Human
Description of government: The Federation is controlled by the Federal Fleet, or FF, whose leader recieves the title of Fleet Admiral, and has absolute power over the Federation. The admiral chooses his successor when he retires or is about to die. If a Fleet Admiral were to die without choosing a successor, this would be decided by the higher ranks in the Fleet.
History: When the E.A began sending ships into the galaxy to expand its territory, Commander Lucas Blayne, who was in charge of one of the ships, the Cassiopeia, and was very respected among his crew for his great leadership, convinced the ship's crew cut all communication with the E.A, which he considered corrupt and ruined, to settle on a distant planet, to forge their own independent nation. They travelled as far as their ship could tak them, and settled on a small and cold rocky planet, which they called Dyarran, orbiting around "Epsilon Cassiopeiae" A giant blue star 400 light years away from Earth. They soon developed a small fleet and conquered most systems in the region, most of which were either lifeless or populated only by underdeveloped species. Soon, a small federation was formed, consisting of 34 planets scattered between 11 systems. It was named Cassiopeia, as the ship they came in, and the constallation which they went towards. Lucas Blayne became a hero of this new nation, ruled by the military force of his fleet. As such, they are a nation focused on military development and expansion. They lived excluded from the rest of the human race for almost 200 years, until a small fleet of E.A ships was spotted near their borders. They didn't have much trouble in capturing the fleet and taking the crew members as prisoners, but by that time they had already reported their existance to the rest of the E.A. The federation knew their time of prosper was nearing an end, now that the E.A had discovered them.
((As for the map, I believe the best way to make it would be simply choosing a picture of the milky way and marking the territories of the different nations on it, since its somewhat disc-shaped, and its HUGE. about 100 thousand light years across.))
Species: Carinians (Aliens that resemble sangheili (elites) from Halo.)
Desc. of government: Carinians, unlike their Halo counterparts, are trade- and peace-oriented. Democracy, of course. Their space fleet look like the UNSC Infinity.
History: The arriving from outside the Milky Way they settled on Carinia, a resource rich planet. They soon had a alliance stretching across 5 systems, encountering many life forms. However long range sensors have detected more craft on the horizon of their range, craft of an unknown origin.

Discovery of new governments!
Inside the asteroid belt of the sol system, a small EA scout ship discovered intelligent life forms! They are known as the Plasmic Excustives. Diplomatic relations have begun with them.
More aliens?
A small exploratory ship from the alpha centuari colony recently reported picking up very faded transmissions, obviously not directed at the ship. THe ship has moved to investigate.
Mysterious dissapearence...
The EASS Horizon dissapeared while scouting around 400 light years from earth, the cause is unknown and a small fleet of battleships has been outfitted with long-range FTL drives and has been sent to search for it.
Research
The EA has begun researching more advanced translation technology. it is estimated that this will be complete in 2 months ((Each post somebody makes is a month, unless it is not an action post))

After encountering the E.A scouting fleet, the Federation knew well it would'nt be the last they'd see of them, so they began enforcing harder training for their pilots, since the fleet had somewhat lost it's attack power when it stopped being used as a tool for conquering and became a sort of "police" for the federation. The fabrication of ships in larger numbers has been ordered, and the whole fleet is in alert.
The ships can be quickly built, but the training and recruiting of pilots will take a couple of months ((Not really sure how much I should set that to))
THE MAP:
Each of the large squares that you use in paint are 200 LY each one is a sector. Like ramiro suggested you grow by conquering or colonizing sectors. Parts of sectors can also be taken, allowing you to have a non-cubical territory. The sun and other notable stars are marked for your convenience, allowing you to figure out where you are.
COMBAT/TAKING OVER STUFF:
The combat system is based off you attacking someone and specifying how much damage THEY took YOURSELF, normally this would be considered either powergaming or metagaiming but for the sake of nobody saying "nope, didn't get hit once" we are using this system here, i trust attackers to give a reasonable amount of losses for the defenders, if you say something like "i take my cargo ship and destroy your battle fleet at your homeworld" then you will be punished and the attack will not count. THINGS HAVE TO BE REASONABLE. The defender also determines the losses for the attacker, with the same rules applying. The conquering of planets and systems does not really exist, aside from attacking homeworlds. When you want more territory and don't want to colonize anything, then you can say 'I attack ______" you can specify how many ships you are sending. The "losses" are territory AND ships. IF you win, you would say "I take ____ amount of sectors" (usually one) and make the number of sectors you specified your color, these sectors MUST be owned by the government you attacked and MUST NOT be "cushioned" by other owned sectors.
SHIPS
The only unit used in the game, each ship doubles as a troop unit. Every government starts off with 1,000 ship units(unless it states it has a powerful military or is a military society then it has 1,500). one ship unit is not one ship, because the amount of ships used by a galactic empire would be in the billions or so. You can have automated ships, they really don't do anything to combat effectiveness except sound cool and let you know that those hundred thousand ships you lost didn't have any people on them.
TRAINING
Training makes your ships more effective, that's really it. Literally.

The EA fleet detected radio signals coming from Epsilon Cassiopeiae. The signal frequencies were very similar to EA frequencies. Some of them talked about an EA ship, the Horizon, they apparently captured it. The following message was sent to the radio signal source:
"You have attacked an EA survey vessel. Return it, and no harm will be done to any of you. IF you do not return the vessel we have authorization to use deadly force."

Name of government: the Kuv'nos Imperium
Species: Kuv'nos
The Kuv'nos are a very resilient species, in that they can withstand the vacuum of space for anywhere from 10-15 minutes. They are tripedal, their skin only appearing in a single shade of sickly grey. As for shape, they appear somewhat centaur like, their bodies appearing like that of a horse if its fat and skin were to be removed. They appear somewhat like extremely tall, lanky, and bony humans, though they are extremely strong and averaging on three meters tall. Their necks appear similar to humans in shape, though their are gaps between their spines and the sides of their necks, making them especially vulnerable to being broken. Their mouths are more filter-like, as they inhale nutrients, rather than chewing and swallowing as most organic beings do. They are extremely muscular, making them more than worthy fighters. Despite the strength of their immune systems, they are vulnerable to specially modified beam weapons and nano-technology, something which they are well aware of. They use telepathy to communicate with other, although they can speak vocally. They have four identifiable sexes, each only compatible with one other. They reproduce sexually, though the incubation process of their children takes up to two years. The Kuv'nos are also resilient against various toxins and extreme temperatures, things like arsenic having very little effect on them. This is partly due to the fact that they can secrete a powerful toxin from the tips of their clawed arms, soemthing which is extremely deadly to many organic beings, and can kill an adult human within 12 minutes if not treated. There is no known antibiotic that can cure it.

History: Much like many other races of the Milky Way, the Kuv'nos experienced a war torn history. Their home planet was initially inhabited by two other sentient/sapient life forms, both of which the Kuv'nos obliterated in a series of genocidal wars, all of which were begun by the Kuv'nos in their equivalent of Earth's atomic era. Even after this era, the majority of the Kuv'nos became obsessed with nuclear energy, to such a point that many began to believe it was a divine gift from their gods to assist them in their ascension to immortality. As such, Kuv'nos technology began to revolve around nuclear power, most of their weapons based around some kind of nuclear radiation. Likely due to their obsession with nuclear power, the Kuv'nos discovered Cold Fusion power fairly early, something which powered their expansion into the stars.
Being as incredibly adaptable and resilient as they we, the Kuv'nos were able to colonize many planets, their conditions for habitability being much less stringent than some other species. The Kuv'nos also accidentally discovered their ability to go for extended periods without breathing oxygen or without much heat(or the reverse), which also contributed to the fact that they could survive in especially thin atmospheres. As such, the Kuv'nos prospered in the harsh Milky way, though they had still not discovered another species which matched or surpassed their level of intelligence.
Detailed history: Kuv'nos history has long been shaped by their aggressive tendencies, and their love of bloodshed and combat. Their homeworld, Norre'Kesh I(Translates to 'Home of the Gods' in English.), was once home to a plethora of creatures, some even sentient, though they were all destroyed by the Kuv'nos in a series of wars from 1004-1682. 1882 was, after all, the year the Kuv'nos discovered nuclear weapons, which many came to believe were a gift from the gods.
