A mere century ago, humans first learned how to create wormholes. Thanks to an amazing discovery in 2450 made by origamist and horticulturist extraordinaire, Drake Hawking, we finally found a way to fly through the smaller dimensions that make up the subatomic world. These tiny dimensions are as barren as they are numerous, with The possibly three googol of them, according to recent projections.
A single megameter (1 000km) in these strange dark places is a lightyear in our own. Sixty thousand light-years can be bridged within months, allowing for near-infinite expansion into the cosmos beyond Sol. In fact, it is such an efficient way of travel that effort is no longer being used on making it faster, but merely more accurate when exiting.
A diagram, made by a mysterious man named oZode in the year 2011 CE illustrates this perfectly:
Basically, it's like the Nether on steroids.
This basically justifies hopping around the galaxy without being old (wo)men after one jump. Any better ideas are welcome, so long as they don't make everyone else an old man.
Since then, Humans have set up several stations, colonies, mines and shipyards throughout the cosmos, and found a lot of aliens as well. Much of the galaxy remains uncharted, although Humans aren't the only ones to discover the minidimensions. There are an impossible to guess number of alien empires and races out there, some bent on conquering the galaxy, some wanting to make friends, and some just trying to get by. Still others might be doing who know what.
This, however, is the story of a mere three regions of the Galaxy, a space so tiny, so infinitesimal compared to the whole galaxy, but still a massive place to try and use up. Let's take a closer look.
THE GALAXY!
While this is a stunning view of the place, it's not very practical for navigation. As such, the RP's mapping system looks more like, oh, I don't know…
This.
Now THAT, we can work with. Pictured are the three relevant patches of space, as well as Sagittarius-A*, the supermassive black hole at the centre of the galaxy that the RP is named after.
Now, something different from the previous 2 RPs:
Sectors aren't going to be mapped. I don' like putting limits on how many systems there are in the world, as that can limit creativity. Instead, I only ask that you check with me before you pull a system with worlds made of solid iron, gems, etc. out of your ****. Seem reasonable? Yes? Good.
As a side note, movement cannot happen without three things:
1. Your character's declaration to go somewhere (can be spoken or unspoken)
2. A post in which you character(s) are stated to be in transit
3. RPing out their arrival.
You really shouldn't stay in constant motion all day every day, though. It can't be healthy.

Applications, Guidelines and Other Frivolities
This is an open-world-y RP, meaning that you can be pretty much anything. Hell, one person even applied as a six-legged android, for crissake. HOWEVER, there are a few things to keep in mind:
1. NO MAGIC. Nothingcan be straight-up 'magic', 'godly', etc. There is a reason for everything, and you'd better have them thought of.
2. NO POP-CULTURE. If it exists elsewhere, you can't be it. Sorry, no Protoss. I can stand recreations of pre-existing things, but no carbon copies, okay (basically, as long as there's a significant difference or two beyond their name, I can deal with it).
Beyond that, the only things to keep in mind is that there are two criteria for acceptance: 'Is it sufficiently awesome', and 'does it make some sense'. Neither is very difficult to do, and Rule of Cool matters a lot here, so incredibly badass things (like space-slugs with electromagnetic-powered telekinesis (that was already done by someone, sorry)) will probably get the go-ahead anyways.
You also don't need to be a single character. You can be some kind of crazy army-controlling hivemind, control entire races from third-person, or be a collective of aliens that go around trolling the hell out of everyone else (it'll be tricky to get that approved, though) and leaving giant monuments throughout the cosmos.
But I digress. Application formats:

There will be more of these sorts of apps as people invent new types of things to have/be, but for now this is it!
Some general RPing guidelines:
No 'meta-gaming'. What this means is that if your character has no possible way of knowing something, he doesn't know it. If the Chancellor of the Garglefrankians says in private that the bodies are in the garden (for whatever reason), Xanxee the Third on Planet Xyzzy doesn't know he said that.
It makes most of our lives easier if you don't have 'one-liners'. These are horribly unfinished posts that are all action, no description. No 'I shoot the blighter with my zappy gun'. Nein, Herr RPer. You can do better! Maybe try, 'An acrid smoke filled the air as I pulled the trigger of my Z14 plasma pistol, vaporising the blighter in a blinding flash of light and leaving nothing but a smouldering pile of dust that quickly blew away in the ever-changing winds of the planet.'THAT is good RPing, comrades!
Don't be that guy and whine a lot in OOC. No one likes that guy.
Don't 'god-mod'. This is when you take direct control of someone else's character without their permission. A good aversion is to never actually say any hits connect, any shots find their marks, or have any responses but typical "hello"s, "huh"s and the like come out of another player's mouth. Godmodding is also never letting your character get hit. If they're not in a massive mech suit, they're going to take a few hits in a prolonged firefight (and even if they were, they would probably still get jarred around a lot).
If you're a hyperadvanced alien empire, remember that there still isn't much reason to have warships that are 15km long. There's really not much of a reason to, as it takes more resources, and in the end presents a bigger target anyways (not to mention that it would take exponentially more energy to sustain any form of shielding). A good ships size is about 3km long for capital ships, and as small as 200m for frigates and the like. If you need a better handle on how big 3km is, log onto Minecraft and walk 3 000 blocks in any direction. That's thee kilometres.
In addition, it's always a good idea to state who you're playing as, when it is (GMT time is usually used, along with a standard Earth dating system), and where you are. This can avoid confusion as not everything is happening in the present (ere that is, anyways). Flashbacks can involve multiple people, and things can also happen far into the future If you're a fan of foreshadowing (things like having a brief post taking place months from 'now', showing a barren world that's under siege in the 'present', giving the entire thing a sense of sadness).
Finally, try to avoid creating 'Mary Sues', 'Gary Stues', etc. These are characters that are perfect in every way, know everyone, and interact with everyone on a regular basis. The only thing the galaxy revolves around is a giant black hole, and these characters are only metaphorical ones.

Some other thoughts, tips, and the like:
A useful resource for everything from names to random number generators and randomly-made animated planets and systems is 'donjon.bin.sh'.
Aliens are a lot cooler when they look like aliens, and not humans in funny suits. There's really no limit to what could evolve. Living, flying boat-like creatures filled with helium from a jungle moon, maybe. Four-armed creatures with no legs, and a tail with a clamp on the end for handing on things are something interesting! Human re-skins aren't.
Please, don't use magic. This is Science fiction.
As an actual chemist, it brings pain to my mind when someone claims to have armour made from 'element 115' or something like that (for the record, that stuff is so radioactive it has a half-life of less than a microsecond. Any armour would kill you if you could actually get close to it). Basically, no absolute bullshiit tech.
It's fine to look online for inspiration. So long as you don't claim something that isn't yours as your own idea (or if you do, you don't get caught (that wasn't saying it's okay. It isn't) LOLJK you'll get caught).

Places
All the interesting places to go in the galaxy, at the click of a spoiler tag!
Sectors:
The Three Sectors of the Galaxy:
Norma:
This is the big red area above Orion! It's home to all manner of nasty things, including most of the larger empires of the galaxy (for some reason, it contains several times more stars than either Sigma or Orion). We don't really know what's actually here yet, as no one has applied as something that would be placed in Norma!
Sigma:
This is the green area directly left of Orion! It's the closest sector to the Galactic Centre, and spins the fastest around the Galaxy! It contains Seltaandi, the home of a bunch of strange winged worm creatures!
Orion:
Orion is the big yellow area! It's home to Humanity, as well as some other smaller empires! The vast majority of Humans live here, as it contains Sol, the origin of the funny creatures that are Humans. Humans are presently the only sentient species they know, but that's probably going to change soon!

Systems:
The more specific systems of the Three Sectors! Only one is known at the moment, but expect big changes soon!
Sol:
The birthplace of Humanity! It has nine planets (Pluto was reclassified as a planet in the late 2400s): Mercury, Venus, Earth (the homeworld of Humanity), Mars (the first true colony of Humanity), Saturn, Jupiter, Uranus, Neptune and Pluto! They all orbit a medium-size yellow star called Sol that has about 5 000 000 000 years left before it burns out. It is surrounded by a field of small rocks and debris, and has an in-system asteroid belt between Mars and the outer planets.
Seltaandi:
The homeworld of the Klar'Hulrthekh Ai'n! Not much is known about it, but it is known that it's somewhere in Sigmus!
Planets:
Earth:
The homeworld of Humanity. After a brief population plunge in the late 2400s (due to intersystem travel suddenly being possible), history has been completely up for grabs by whoever's going to play the Humans!
Dikarya:
A strange asteroid covered in biological refuse, home to all manner of strange, sentient mushroom-like life forms. It's been drifting through the galaxy as of late, and as such has no sector that it 'belongs' to.

Species:
Humans:
Humans are the delightfully ill-adapted and strange bipedal creatures from Sol! They've only had minidimension travel for about 150 years, but already they're spreading throughout the Orion sector! What they've been doing since is up to whoever creates Human empires!
Agaricomycetes (Agari for short):
A bizarre race of carnivorous, hiveminded, sentient mushrooms that absorb nutrients through their feet. They presently live on an asteroid covered in ecological detritus, and have no FTL capabilities. Their asteroid is named Dikarya.
The Doxx:
A race of Lovecraftian horrors with three heads, three minds and permanent Schizophrenia. They travel the galaxy in disparate crews of large ships, looking for things to infect with their spores to create more Doxx. As creepy as it sounds.
Magnus Vermes:
A race of massive, armed, long-lived, wormlike creatures that have somehow gotten into space. They're also green-and-technicolour, and reproduce asexually.
Trondan:
Tall, spiky humanoid lizards with greed problems and sandpapery skin. For some reason, their teeth fit together perfectly on a molecular level (whatever purpose that serves).
Catopians:
A race of high-tech, catlike creatures that lived in trees at one point. They're fast, have three-legged feet, and are the founding race of the Novrian Federation, hailing from Nova Mondail. They also have tails for MAXIMUM STABILITY!
Greelians:
Hunchbacked lizards who, despite having no government of their own, are almost entirely philosophers and thinkers who are great at inventing governments. They have a hard time reproducing, for whatever reason, and have a fairly low population.
Karterieans:
Warlike, honour-bound badass lizards from outer space. They have brown scales, and make great shock troopers. They number at about nine billion.
Normans:
Four-eyed green velociraptors with scaly skin and four arms (as well as wings, somewhere back in time). They have incredibly powerful minds, but have a hard time remembering things.
Adanaia:
Subterranean octopi with legs. Enough said.
Klar'Hulrthekh Ai'n (KLAWr haul-r-theCK I-un):
Metre-long wormlike insects with wings, two arms and eight eyes. They haven't been sentient for long, but are trying hard to make up for lost time. They come from the planet Ghlur'saum, and live for about 30 years.
The Xerltelma Hives:
The ultimate parasite. Hive-minded, rapidly evolving creatures that consume biomass and turn it into the most horrifying things the galaxy has ever seen. They come in all shapes and sizes, and have no discernible point of origin. Some day they may very well consume the entire galaxy, but thankfully bioships take a while to move around.

I think that's about it, actually. Let's get to it then, shall we, Herr RPer?
We did not invent the Algorithm. The Algorithm consistently finds Jesus. The Algorithm killed Jeeves. The Algorithm is banned in China. The Algorithm is from Jersey. The Algorithm constantly finds Jesus. This is not the Algorithm. This is Close.
Appearance: A robotic humanoid who is essentially a combat suit which I can describe (hopefully) in words.
The helmet is black and has a clear visor which takes up the entire front of the helmet that shows a robotic skull with many wires and the eyes glow a blue glow.
The torso takes the shape of the average human male with ammo cartridges along the belt ((plasma of course)). The shoulders are covered with a very flexible metal alloy.
The arms are covered in cylinder metal alloys while the elbow area is made with the same flexible metal as the shoulders.
The right and left hands is what you expect from a robotic hand with five fingers and able to see the wiring underneath the fingers.
The legs are bulky with the kneecaps being made by the same flexible metal and the feet are like normal metal boots.
Biography: A project started by a small independent group in a base situated in the Orion system near one of the small human nations. Project M.A.R ((mercenary attack robot)) was what was being worked on. It was meant to be mass produced and be sold to the local human nation. Months of engineering, building, and tweaking went into it. One of the engineers decided to name it hartham due to mar already being a robot model and hartham was not being taken by any models. The project went on eventually making some of the staff there obsessed in making the perfect robot. Yet something went wrong. The human nation that was nearby wanted the schematics to mass produce and to expand without paying the expected high price and invaded the station. The attack was partially successful with the capture of the facility but the main objective was a failure. The robot escaped the facility while burning or deleting the schematics of him. He hid on one of the human empire's ships and was free......to an extent. He has a pretty big bounty on his head and has been traveling from ship to ship to avoid detection. Yet at his hiding areas he found money that was forgotten in certain areas and after many years of hiding he had enough for a ship of his own ((as long as he does not get killed on the way there)).
Or, if you don't speak lime-tinted Russian (what is it with me and Russian these days?):

That is bloody hilarious. Welcome aboard, mate (excuse me while I die of laughter).

Randomness: Why the hell would there be cats and dogs on their own? You could have cat-and-dog-like creatures, I suppose, but I'm afraid I wouldn't allow that if you tried to play it straight.
Epic: Sounds interesting. I wouldn't make it a huge (size of a Challenger or larger) insect due to physics reasons, but it would be cool to see a race of giant praying mantis-like creatures (or something, they can look like anything, really).

It would be two distinct species with one more cat like and one more dog like. They would have evolved to high intelligence after competition for food over many thousands of years. Should they be bipeds or quadrupeds ?
I don't think a worm-like creature would live for 1 000 years, Cheesy, but otherwise:

Name: Noviran Socialist Federation (NSF for short)
Races in it: Catopians (United Catopian Socialist Planets), Greelians (League of Greelian Communes), Karterieans (Nawu'Rawu Empire), Normans (Norman Confederacy), Adanaia (Adanaia Dominions).
Brief History:
The first sentient species, the Greelians, of the Federation emerged as a civilization on the planet Nova Mondial in the year 1000 BC. Others soon followed, including many that became extinct. By 2000 AD, one species, the Catopians, had emerged as a political, military and scientific superpower above the Toka and Greelians, also of that planet. The Toka also followed somewhat behind, but the Greelians integrated into their societies.
After first contact with the Dromo and Karterieans on Sapia, the Dromo were uplifted by the Catopians and moved to Europia, where they began their civilization anew. Later, the Karterieans also became advanced. The Catopian Empire "lead" these species in an alliance known as the Nova Dominion. The Catopian Empire was violent, oppressive and militaristic in nature, and either cowed other species into subservience or demonstrated their firepower until they got the idea. They later traveled to another system, Firan, and contacted the intelligent species of that system, the Normans and Adanaia. After a devastating alien invasion by a species called the Hive on the Nova Dominion, the Catopians split up from their former hyperpower status into three smaller powers, each superpowers in their own right. These were the previously existing Catopian Empire, whose policies had evolved into sheer militant fascism, the democratic, free market Catopian-Greelian Republic, and the democratic socialist United Catopian Socialist Planets.
After a century of conflict and strife, in 2101 a powerful war between multi-species factions lead by each of the Catopian fragment empires resulted in the destruction of most of Novan and Firan civilization as well as many interstellar colonies, and the regression back to simpler technology. The Dromo and Toka species were rendered completely extinct. However, due to the destruction of the CGR and Catopian Empire governments, the UCSP achieved a pyrrhic victory over the other two, and their ideas of socialism would come to dominate the future. After a century and a half, the species of these two systems agreed that it was necessary to end war between them to prevent anything like it from happening again, and in 2277, formed the Noviran Socialist Federation, designed to integrate all species and unite them under one banner as equals. Since then, the races of the Federation have developed and rebuilt their technology to previous levels, and having colonized most of their small cluster, look to expand further into the galaxy.

Tech Level (1-10. 1 being tribal, 10 being something like the Forerunners of Halo): About 7.5, say a bit more advanced than the Covenant.
System Count (you don't need to name them): 26
