This is going to be a fantasy/sci-fi RP. I'm only going to allow 7 characters for now. I might consider more later if this RP works.
I use a ten sided die for various parts including R2D. 1s are Epic Failures, 10s are Epic Wins. Both a 1 and a 10 re-roll.

You are recruits fresh out of training for D^3 or Department of Demonic Defense. You are all assigned to the same group.

Races you can be:
Demon and Demon Tainted:
You can have two forms (you will need to describe both forms.) Demon Tainted: You are another race that is showing demonic abilities.
Perks: You are stronger than humans and usually have enhanced mastery over darker magics or psyonics.
Cons: You are bound by a contract to the federal government that restricts what you can do with your demonic powers.
Dragons:
You can have three forms (you will need to describe all forms.)
Perks: You are stronger than demons and are usually very hard to kill.
Cons: Your other two forms may not be usable in confined spaces. If you do get injured, treating your wounds takes longer than any of the other races.
Solar Elf/Lunar Elf
Perks: Usually gifted in magics. Lunars are more gifted in druidic magic, where as Solars are more adept at combat magic. Both races are extremely flexible.
Cons: Any magic requires energy. Some technological devices require expensive adapters in order to work properly. Any helmet has to be custom made..
Half Elf:
Perks: A half elf gets the advantages of both humans and solar elves. (sorry, no lunars half elves.)
Cons: You'll need adapters for some technology. All helmets have to be custom made. Your magics(if any) are not as powerful as an elves magic. Elves and humans may discriminate against you.
Human
This is a standard that all other races are measured against. You may be adept at magic.
Extra Training: RAES trained, CSPP, HSP/NT
RAES This training allows you to use a Rothesis Armored Exo-Suit. CSPP This training allows you to pilot any Centurian ship equipped with TSAS. HSP/NT This training allows you to pilot in hyperspace or a ship that does not have a functioning TSAS.

How are you interpreting passive combat? My personal interpretation is that the user would match moves with the opponent and force the opponent to fight at the users rhythm. This causes the opponent to use up more resources/stamina than the user.
Methods:
(Zoning or aquisition of territory)
The practitioner uses his attacks to form safe zones arround his person. The opponent must enter these zones to attack at the cost of receiving the practitioners strike. This strike is normally thrown to force the opponent back out of the safe zone. The cycle repeats until the opponent is defeated.
(The Matador)
The practitioner baits the opponent into charging or commiting to a large attack. The practitioner then avoids this attack and either retreats or moves to deliver a fast, compact strike to the opponents vitals. This continues until the opponent is exausted and the finishing blow can be delivered

I left general appearance out because for the most part it really shouldn't be needed, or, I wanted people to come up with something different, surprise me.
