Regarding the current fragile state of peace in war-torn Europe,
Deeply disturbed with the violence that only recently ceased between Germany and Luxembourg,
Acting under the power of the peace-time mediating government,
1. Strongly calls for the immediate halting of all hostile activities between Germany and Luxembourg, including but not limited to
the taking over of territories,
plotting against the other side;
2. Affirms that boundaries shall be maintained as they were when peace was declared, on January 5th, 2013 at 12:45 PM;
3. Establishes a mediating judgement organization to address crimes of war, such that
Generals purely conducting military operations are immune to war crimes,
Reparations may be paid for damage through the mutual consent of both sides,
The judges on the issues shall be composed of 5 judges, 2 from Germany, 2 from Luxembourg, and one neutral party;
4. Affirms the total sovereignty of Germany and Luxembourg over their respective territories in ruling and establishing government, excepting human rights abuses;
5. Further affirms the right of each state to change territory as is pleasing to them with a two-thirds majority from the leaders of both parties involved;
6. Emphasizes the need for peaceful trading between the countries, and with this in mind
Establishes a committee for the oversight of border crossing with permits as is determined by mutual agreement of involved parties,
Requests the opening of borders of both countries to trade and tourism for the economic stimulation that comes of trade;
7. Decides to remain actively seized on the matter.

As of right now, the treaty is succesful. I'll give it another day before confirming the result.
The treaty is succesful because we have a majority from both sides of those who voted, which are the only ones that count towards quorum (the setting of what is a majority). Since no one has voted against, and only Mastvlag has abstained, the treaty is currently successful.
Mastvlag: You can suggest changes to the resolution in terms of boundaries. For instance, it could be changed to as of now, instead of back a few days ago when the treaty was originally drawn up. You would probably want to see how that would fly with Germany though.
Well then, I suggest the borders in the treaty shall be altered to the point they were at January 7th, 02:51 GMT+1. (Muenzen's second-to-last update on page 14)
You can try to pass that as a resolution edit once the original is passed, or start gathering support for the change now. You'll need a majority from Germany as well, so it might be difficult. The borders were more even at the original date anyway...

OK, the final votes are in, and the new resolution stands as the original one, but with Mastvlag's friendly amendment making an edit to the time on clause 2.
