What to consider when evaluating:
Originality. Does the pepe stand out from the common pepes? Is it different?
Quality. Is the pepe visually appealing? Do you find it clever or funny?
Rarity. Is it a pepe you have never seen before? Is it easily found on Google image search?

If you've read through this OP and still don't know what a rare pepe is, Google it, unless you care to be enlightened by knowyourmeme.
Make sure the site the pepe is on is available to all regions. If it's on a small backwater site I would suggest re-uploading it to Imgur.
I know the market is crazy for the NSFW pepes but please only post pepes that abide with the forum rules.
Use whatever currency you want for the value, but if you use dollars without specifying which dollar, people are probably going to assume that you mean US dollars.
