Reset as in press the reset button? If so, you shouldn't clear the CMOS after doing so just because the USB ports won't work. Happens to me sometimes, just power down the PC and power it back up again. Should work fine.
As to the message, that's to be expected when you clear the CMOS. Just press F2 to continue.
Hmm, okay. So you did reset as in reset via the button? Do the front panel USB ports work? Do you have access to a PS/2 keyboard so that you can get into the BIOS and check it out? Did you do anything that could have caused a static discharge?
USB ports could be fried, could probably get around it with a PCI/PCIe USB card. Other than that, you'd have to get a new motherboard if they really are dead.
For a basic fix though, try fully unplugging the PC (power, USB cables, ethernet, everything), then hold down the power button for 10-15 seconds to discharge. When done, plug it all back in and see how it goes.
I daresay either your PSU or motherboard is failing then. Do you have another PSU to test it with? Might be worth going to a PC store and asking them to test the PC with another PSU if you don't have one.
There might be a good chance that the internal USB connections from the case to the motherboard are unplugged. It is not hard to find them. Here is one.

USB ports on the back of the case don't have a connector like that.
I reset my computer today and the usb ports weren't working. None of them
