Well, I'm kind of new to computer hardware and such and I need a new PC/or upgrade it. But I heard sometimes you can't upgrade the PC.
Here are my specs ( I used Speccy):
OS
Microsoft Windows 7 Ultimate 32-bit SP1
CPU
Intel Core 2 Duo E4400 @ 2.00GHz
Conroe 65nm Technology
RAM
4.00 GB DDR2
Motherboard
Intel Corporation DP965LT (LGA 775)
Video
831W (1366x768@60Hz)
1024MB GeForce 9400 GT (BFG Tech)
Hard Drives
75GB Seagate ST380021A ATA Device (PATA)
279GB Seagate ST3300622A ATA Device (PATA)
I know I need a new CPU and a new video card. I think my RAM is alright. But would I be able to upgrade this, or should I just save up for an entirely new PC? (I'm planning to just game with it)
*facepalm* Windows 7 is the Operating System, which has nothing to do with performance in games. OP, i'd recommend you make a new one if you can since the Core 2 Duo is outdated, along with the 9400 GT. You'd have to replace your CPU, GPU, PSU, and the Mobo to get a good performance boost.

I meant the hardware, not the OS itself.

Samsung Galaxy S3 (Jellybean Omega ROM) - 4x3tb QNAP NAS
Don't really know. I have some ideas on selling some stuff though. And I asked for hardware for Christmas.

I think you should build not buy if you plan to get the best bang for your buck
I'm buying parts to build with.
