I own a server and I had the ip set to 97.118.195.224 and I port forwarded and everything. A week or so ago, my internet shut down so I did a factory reset on my router. There is a new static ip for my router but when I try to set it back to the same old ip, my internet shuts down but any other static ip works just fine.

Sorry, can't. Your ISP appears to have you on a dynamic IP. If you don't want the address to change, you are going to have to get a static IP, which usually cost money, if they are even offered.
You could try resetting your modem and see if you are able to get the previous IP, but the chances of that are pretty slim.

Ya, you have a dynamic IP. You wont get your other IP back if ever. Get a Dynamic DNS name, such as No-IP. This way it will always update to your new IP address name.

This is the best option. If your modem supports a dynamic DNS service then you don't even need to run a client to update it.

Indeed. Most routers and modems support auto updating these common websites, such as DYN "previous DynDNS", No-ip and few others.
Example of mine.
That is exactly what I do. Then instead of giving out your IP address, you give our your dyndns address (example: AwesomeMinecraftServer.dyndns.org)
