If gaming, what kind of performance are you looking for? (Screen resolution, FPS, game settings)

What is your budget (ballpark is okay)?
$1,500-$1,700 have some other parts though. Preferabley $1,500, but I can wait about a month and have ~$2,100
I also have a sibling who is looking to spend around $1,300 on a gaming PC as well, so I might use the second build listed as a gaming PC with minor adjustments to make it $1,300.

EXTRA Parts I have laying around: Another Hyper 212 Evo, Bronze 850W Powersupply, never used, another 1TB 2.5" HDSK drive, **** ton of DDR2 ECC RAM, i7-2700k, etc.
I am not sure whether or not to reuse any parts, which is why I am looking for a 2nd opinion. Is the i7-4770k better than the i5-6660K in my case? I would prefer to overclock, but if not needed I am okay with not having to do that.
What are your guys opinions?

Maybe replace H115i with Kraken X62, couldn't find them with a price on PCPP though. Could probably sell your older parts for a decent return in cost too, or hand/sell them on to your sibling?
