Second CS:GO isn't a heavy game at all.
Third, both the i5 and i7 are quad core, and for gaming, the i7 has almost no benefits over the i5
Forth, the non-water cooled PC isn't going to be "hot". CyberPower uses garbage All-In-One water coolers
To OP, the first PC is WAY overkill for games like Minecraft and CS:GO. If you're running at 1080p, it's overkill for even high end games like GTA 5.
I'd definitely get the second cheaper PC. It'll easily get 300+ fps in Minecraft and CS:GO, and 60+ fps in basically every other game at high+ settings

Your monitor is good for either one. Both graphics cards has power to deliver a monitor with 4K resolution.
Since you monitor is 1080HD. You should get good FPS with any games.
For perspective: I have a 1080Hd monitor with a 650 that i just recently place in. I do not record or anything and I get about 300-400 with High settings.
Since my computer is pretty old. The newer specs will help you retain high FPS in High Settings. Especially if you are trying to record as well.

Second of all, CyberPower doesn't use quality coolers, and it doesn't even matter in the first place since I doubt OP is overclocking, and the stock coolers are MORE THAN ENOUGH for stock clocks. Cyber uses Asetek coolers, which are known to leak and have issues. And the main function is the same? You do realize that water cooling isn't automatically better than air cooling? There are plenty of budget air coolers that are way more efficient than the junk AIO units.
Third, the second PC is still WAY more than enough for what OP is doing. I have an i5-2500K, 8gb of ram, and a GTX 970, so my build is relatively similar in terms of performance. I can easily record CS:GO at 144fps capped with no issues. Minecraft runs 200-800 fps without recording, and 144fps capped while recording.
If you are willing to spend that much, I recommend you build a pc. Unless you really need one you can wait until Cybermonday / Black friday to see any cool deals with computers that are on sale. Sometimes it might be computers that are good or some that are alright but still cheap.
