First, I apologize for my English. I come from Ukraine.
I have a weak and old laptop and I want to replace it with a more powerful computer. Money I do not have a lot, and the only normal processor that I can afford it i3 6320. I'm going to buy 8GB of RAM. The graphics quality is not important to me. I want to play with a lot of mods. Tell me, with how many mods I can play on this processor? Assembling mods will mainly industrial. Can you give an example, based on the popular builds. For example, if I can play 40fps in the Project Ozone or FTB Infiniti Evolved? Thank you in advance!
The CPU and Ram would be fine for minecraft, and should run OK with mods. I ran FTB Evolved on a similar processor, however I had a slightly better graphics card. I got around 40-100 fps, depending on the world and what I had running. A better GPU would also help you out though.

He didn't even mention a GPU, he probably doesn't even have one.
I say you would get good fps, considering that is definetly a decent CPU.

I'm comparing my GPU to the integrated graphics in the i3. If he has a dedicated GPU, than even better, but modded MC generally doesn't require as much GPU power as it does CPU power.

I'm assuming this is a desktop and not a laptop.
