My old desktop (which could hardly handle minecraft) is dying, so I'm in the market for a new PC.
I'm looking for one that can handle "high performance" games (such as ARK for example), but I also want to be able to run bigger modpacks (these modpacks with 100+ mods if I find any I like, as well as I would love to use shaders (preferably on high/ultra settings).
Could this PC handle them with little or (preferred: no lag)?

Are you willing to learn how to build a PC? It's pretty simple. Anything from the "gaming" PC companies (alienware, cyberpower, ibuypower, etc.) is going to be unbalanced and overpriced.

I actually tried googling to see if I could find a site that I could say purchase the parts and they build it. Didn't have much luck though lol. If it's easy enough for a noob like me to I would be willing to learn how to build a PC though.

Well honestly building a PC is very easy. The only hard part is knowing which parts are compatible and what to use, and that's what I'm here for. Building the actually PC is just like playing with legos, everything fits easily and it's actually pretty hard to mess up. There are thousands of great videos on YouTube on how to build one.
If you give me a budget, I can give you a list of parts that will suit you for your needs.
Here is a PC similar to mine. I run roughly 80-100 fps maxed out on just about any Ultra Shader pack.

It'll be fine. Though I'd consider putting in a little more for a 380 or waiting on the new 480 coming up.
