From the research I've done, it seems the i5 is only a little bit less powerful than the i7. 1.5 is almost as powerful and much cheaper, making it a much better deal. Thank you for the recommendation.
I have also changed the graphics card from a 970 to a 1070, which is much more expensive. But thanks to changing my processor, it stayed under my budget.
I have kept the ram at 16 due to personal preference though. I might take your word and not upgrade it to 64 though.

Keep in mind that more ram doesn't equal more performance. 64gb of ram is just a waste of money. 8gb is more than enough for most people, but since ram is pretty cheap these days, I'd recommend 16gb.
I'd wait for the GTX 1070 to drop in price, it should go down.

Also you are buying a graphics card meant for 1440p-4k gaming when your monitor is only a 1080p is sort of a big waste. I'd get a lower end gpu to run 1080p like the GTX 960 or R9 380 or wait for the GTX 1060. This build is great but unless you have a monitor that shows the true power of a rig like this then you might aswell get a good monitor(1440p)

I'm not sure yet if I want to overclock, I'm afraid it might shorten the lifespan of the pc. I've also decided on a different monitor.

I downgraded the CPU Cooler to a Noctua NH-L9i, which is supposedly almost silent. Having a cheaper cooler gave me enough wiggling room to upgrade it back up from a i5 to a i7 processor.
I've decided that I don't feel safe with overclocking. The only problem is that the processor I chose doesn't have a stock cooler. I downgraded the CPU Cooler to a Noctua NH-L9i, which is supposedly almost silent. Having a cheaper cooler gave me enough wiggling room to upgrade it back up from a i5 to a i7 processor.

I have done all that you have suggested, and lowered the power supply which is still almost 200 more watts than what I need. I ended up so far under my budget that I upgraded my memory to 1TB of SSD. I've also done some other minor changes.

Not sure if you need 1TB of SSD, but that's up to you.
For a PSU though, go with EVGA B2/G2/GS/GQ. Probably a 550w as that's where you can get any of those the cheapest.

holy crap that's overpriced.
Also I LOVE the "460 watt Multi-GPU Power supply". That thing can barely support 1 GTX 970. Add another one and you're just begging for problems.

Now I've completely redone the pc on pcpartpicker, and that website is great. The new design is over $100 cheaper and probably twice as good.
I have redone the thread, made some changes to the computer on PCPartPicker, and included accessories.
Looks a lot better. I would drop the i7 to an i5 and up the 970 to the new 1070. Should still keep you in the same area price wise.
It's a huge waste to go to 64GB RAM. If I was putting the build together I would have put in 8GB. 16GB is more than enough. A lot more than enough.

You do realize that a graphics amplifier is just a regular GPU in an external case? Not to mention it wouldn't work on a regular desktop anyways
