At $700, you can't really beat that abs with the 960 linked above.

Running light mods (10-20), Ultra Shaders, and 12 chunks/Fancy Settings, I get around 60-100 fps. So with better foilage you should get probably around 30-60 on that PC

If you can build, then definitely build a PC. However that build that you posted is pretty outdated, and you can do better for the money. That build doesn't come with Windows, so unless you want to use Linux or get Windows for free/cheap some other way, it'll cost another $90.
This build is the same as the $999 BestBuy PC, but it doesn't include Windows. You can search up how to get Windows 10 for cheap/free, although some of the ways aren't exactly legitimate.

I would avoid any AMD computers since they're quite a bit slower than intel in single-threaded programs like Minecraft

run better foliage mod with the shaders
have particles set to max
smooth lighting to max (does this even matter?)
mipmap bilinear - trilinear

other mods (30-50 of them... none very big)
etc.

Forgot to say that in will have graphics on fancy with a render distance of 8-16 and running optifine

Shouldn't freeze at all. Unless you're running very heavy mods, and even in that case...

Compared to the $639 Newegg PC, it's basically the same, except it has a better Graphics card. It will run what you want at 60 fps no problem.
