me and my friends have been playing on and recording videos my minecraft server and i decided i want to host it locally i tested connection and that does not seem to be a issue (i have 6mb upload) i want it to be able to do 3 things at the same time
host a vanilla server with 1-4 players online usually around 2
host a modded server with same amount of players online
and host a website which i dont think a crazy amount of people will visit
i am on a uber budget but what hardware should i be looking at ?
A VPS/Dedi. That's what you should be looking at if you don't already have hardware. It's rarely cost efficient to buy hardware to host stuff with, only to decide after a month or two that you no longer want to.

In that case, go for it. A G3258 would be fine alongside 4-8GB of RAM and a H81 motherboard, but you could probably get away with less if you wanted to with such a low number of players and minimal use. (aka, secondhand Core2Duo etc from eBay/Craigslist/whatever)
OS could be Ubuntu/CentOS etc, doesn't necessarily have to have a Windows installation to do what you listed. You can overclock the G3258 a fair amount with the stock cooler with this board too, which should help with performance and makes it a better buy over the locked Pentiums/Celerons.

would a e6300 with 4 gb ddr3 work as a lag free 1-5 player minecraft server? i found one of these for $60 (whole pc)
