It should be able to, yes. But don't expect to be running the game on maximum settings. It only has on-board Intel HD Graphics (which despite the name, aren't that good). I'd say maybe you can have your render distance set to 6-8, fast graphics, smooth lighting off, and particles decreased. You'll probably want Optifine. But you'll probably be able to hold 30fps at those settings (no guarantees though, as I have no experience with the laptop and I'm making an educated guess after looking at the specs).
Edit: Also don't expect to be playing huge modpacks (100+ mods). You'd probably be okay with around 60-70 mods though, depending on how heavy they are.
If you want a laptop that can run whatever modpack you want, and/or have really good graphics settings, you'll need to pay the big bucks. You'd be better off with a desktop if you're not satisfied with the performance I've predicted, unfortunately.
As for the modpack you asked about, I looked at it really quick. It has over 100 mods, and they're pretty heavy ones... you might have trouble running it. My laptop which is just about as powerful as the one you listed took a couple minutes to even get past the loading screen. The game froze at the main menu, but ran normally after about 30 seconds. I lowered the graphics options to what I listed in my previous post, and my framerate in game was 2 -7 fps.
So again, if you get this laptop, stick to light modpacks. No more than 60 or 70 mods, and use Optifine.
If you can afford to spend a little more money, you could get a much better laptop. This laptop only has Intel HD 3000, so don't expect more than 30 fps on lower settings.
