They're both insanely overpriced. HP had a deal on a GTX 980 Ti for $1200, but idk now.
Also the GTX 980 Ti is much better than the 970, but the regular GTX 980 isn't really worth it.

980 is definitely better, but the 970 will already do what you want with no problems at all. As karlzhao314 said, you'd be better of upgrading your current rig with a new PSU and GPU, and maybe a new mobo and RAM. You'll be saving a hell of a lot of money.
You most likely could just upgrade your current PC with a few better parts. The i5 is still quite powerful, and the platform is solid. Get a better PSU and more memory, and add a GTX 970, as well as maybe a dedicated hard drive for recording. You'd spend maybe a third of the money for essentially the same performance in the tasks you want to do.
