My budget is $1500-2150 USD and would like to get 200 FPS on maxed settings while recording. I am a beginner at building a PC and would like a tutorial how to build it. I am really afraid something bad will happen and damage the PC. Also, is the thermal paste needed? Please revise the build if there is something better! If there is a clear case which shows the inside that would be great. I love water cooling too, it looks cool and works well, should I add that into the build? Thank you!!!

Using 32 GB can be useful for other games, which can be really demanding. I will allocate 8 GB of Ram specifically for Minecraft so there will be absolutely NO lag spikes. Plus, the GTX Titan X requires at least 8 GB of Ram.
I'm planning to get the Titan X not only to play Minecraft, but maybe some other games such as Advanced Warfare and Far Cry (ULTRA) and get a decent FPS.
How is this a low quality PSU? Can you list some alternatives?

You don't need water cooling although it's alright if you're overclocking.
If anything, 8GB of RAM allocated actually will give you lag spikes, not decrease them. 1GB is more than enough if you're playing vanilla. Actually, The Witcher 3(Probably one of the most demanding games out there at this point) only uses like 4GB. Like I said, 8 is enough but if you're already spending 2000$ 16GB wouldn't be bad. 32GB is throwing money out the window.

Each resolution is the number of pixels, width * height. So obviously 2560 * 1440 is going to be higher than 1920 * 1080 meaning that there is more pixels blah blah blah.
1080p is going to be clearer and "just look better" than 720p, 1440p is going to be clearer and"just look better" than 1080p and so on.

Why 200 FPS when you're getting an extremely cheap 60Hz 1080p monitor? It won't look any better than 60.
Being that you seem new to the world of PCs, you probably won't be overclocking which means you could use an i5 4460, H97 board and no cooler.
16GB is literally more than enough. 8GB is enough for almost anything.
Titan X is literally throwing money away. For Minecraft, get a 280x AT MOST.
