Overclocking is when you push a computer component, (GPU/CPU) past it's standard clock frequency, causing a small performance boost. Although without OCing you won't need an aftermarket cooler. And it's not always the safest thing to do to your PC if you don't know what you're doing.
I just put together This It's a little Over budget and I'm kinda new with this, so someone with more experience will probably be able to make a better one for a bit cheaper, but you can take a look.
And that should be all ready to OC if you get an After market later on, if you feel you want to OC later on.

I would recommend using this build over the one originally posted. It is significantly better price/performance wise.

Actually, this guy over here's build is decent. I'd kick out Windows 8 and replace it with 7. No need for 1866hz RAM, just more expensive, and can't tell a difference. I'd go with 1600hz which is the sweet spot
Now here, we got a good build. It's under budget, and it's hella better then all of these previous builds.
fx-8350 has more bang for it's buck than an intel cpu not to mention when you go with amd the motherboards are basically always cheaper than the intel ones by a good $30 or so sometimes more.
The video card is more powerful than all of the previous builds, it will haul ass. I have an hd 7850 and get 100fps on shaders maxed with MC.
You can just use the fan the cpu comes with considering that you probably aren't going to overclock, but if you do get a corsair h100 for cooling.
The case is great and cheap. Hell, I have an NZXT 210. It doesn't change performance, so you don't need to spend as much as money on the case.
If you have further questions, I'm here. I've built a computer very similar to this and it kicks total ass.
With the leftover bucks you could throw in a corsair ssd, the 250gb ones are only like $100.

Who's going to be Bottlenecking what? The i5 is more than enough for the 970, and about you saying the case was to big Via PM, it's the smallest one that fits the 970 that I could find.

I actually have a g46 and a 8350 and it works totally fine with me. I get great performance, and my computer keeps a very nice temperature. I didn't undervolt anything actually. The only reason I recommended that corsair ssd for op is because I have it myself, it was given to me as a gift. It works great and is fast.

What should I look for when making one?
What is your opinion which brand works best but still costs less?
Are you planning to Overclock?
Is it just for gaming? Or Animation/Rendering etc?
