Why Professional? I doubt he needs XP Mode, more than 16GB of memory, built in file encryption or Remote Desktop hosting, and I seriously doubt he needs to join a domain.

Everything you said was false anyways, Windows 8.1 is better for gaming. A decent sized performance increase. Plus it's a few dollars cheaper than Windows 7.
No idea why everyone hates it so much, you can easily ignore the metro part, and still use it like Windows 7.
I am going to start that debate here, and I don't hate Windows 8. I just think its a waste of disk space to have to have unused Metro lying around.

Have you even used it? And as said, it uses less disk space, it's faster, uses less ram, and just an all around better OS.
The system requirements are the same for the ram. I'm not sure about the average ram usage for Windows 8, but for Windows 7 its about 1 GB of (DDR) ram.

The PSU isn't fine, and the motherboard DOES matter.
Not really. Just find the right socket, whatever feature or two you need, and then pretty much any motherboard that fits your criteria will work. They have almost no effect on performance. But if you're overclocking things do change a bit.
Theres more to motherboards than overclocking. E.G SLI, Crossfire and many other features.
The PSU has cheap capacitors (not bad ones, but really low value) and is a value unit. It's not to be used for SLI or crossfire or even a high end gaming build or a gaming build for that mattter. Again, it's a value unit. If you want a fantastic unit, suggest something like the RM550 or the XFX550.
A budget user wouldn't be into Xfire or SLI, actually the vast majority of people aren't. What else then, audio? If the person really cared about audio, they would get an external amp and not use onboard anyways. Onboard audio these days is plenty good for most people. Sata ports? Also most people don't use more than 3, and most motherboards have 4+. Motherboards matter very little, they are down there with RAM in the performance affecting tree. Actually way below ram even.
As for power supplies, the RM550 isn't exactly a premier unit itself. The XFX one is good however.
He's going to be doing some video editing as well, so swinging for the R9 280 wouldn't be that bad an idea.

Look at any comparison, and you'll see that Windows 8.1 gets higher frames than 7.

That is the drivers not the os. You can install better drivers on Windows 7 also.
