Looks good for the price to me. You could swap the cpu to the pentium g3258 which allows overclocking and then get a z97 itx mobo but I'm not sure if it would actually lead to better performance. Would end up being around the same price or cheaper though, might allow you to squeeze in an r7 265 or something.
EDIT: actually that would require a cpu cooler too so probably not the best idea for an itx case.
It's perfectly feasible without the OS. The build he has selected is already a pretty good little system.
I agree with john though, I would personally go for a bigger case (matx is a good choice if you still want it to be small) at this pricepoint, just because good itx stuff with nice airflow and cable management tends to be more expensive.
