The slight difficulties with re-installing Windows for me are definitely not worth $100. With the money you would spend on a new Windows license, you can get a 256GB SSD.

I did it around three months ago and can't remember exactly how I did it, you'd have better luck searching for how to do it on Google.

If you're going to be buying a new keyboard I would advise to buy a keyboard with Cherry MX keyswitches. There are many different types, so you may want to find a keyboard with switches and see how you like it.

Cherry MX keyboards are very, very high quality, but the cheapest you can find run at about $70. But most of them (depending on who manufactures the keyboard) will last you your life.
Cherry reds and blacks are definately the quietest. Note that they are the exact same design, but the blacks are stiffer than the reds.

Okay, thanks I'm not very good with keyboards so do you have a suggestion for one? I have about $110 to spend because I'm droping the r9-290 to a r9-280x.
A $50 keyboard isn't really "cheap" and there's not really a point in the Arc Midi unless you plan to upgrade the fans.
Opps I thought I changed the case to a fractal design r4. I've heard the r4 is a really quiet case is that true? Also do you have a recommendation on a keyboard? Do you think I should downgrade to the r9-280x and buy a $110ish keyboard?

I have the Phantom 630 and it's pretty good, not sure about the 410 though. IIRC JohnOptegrove used to have one, so you should ask him.
Much harder to assemble than the Arc Midi or 400R so I typically don't recommend it for first time builders.
