Hello again everybody and happy holidays! I got $400 in Amazon.com gift cards and I would like to purchase a new laptop, as my current laptop is slowly dying. (The ASUS G1s overheat problem.) I would like it to run Windows Vista or newer, and it needs to be able to run current-gen games like Assassins Creed IV and GTA IV, as well as Minecraft and Terraria. Whether mouse is included or not, as well as the internal speaker quality are not important, as I already have one of each. The laptop must be from Amazon.com because that is where the gift cards are for. Thanks in advance and happy holidays!

Any reason it has to be a laptop? Unless you travel a lot, a desktop will be better. A laptop at this price will run Minecraft decently but won't do very well in much else.
It needs to be a laptop because of lack of space, I'd buy a desktop, but I cannot fit one in my house. It does not have to be brand-new, a used laptop is perfectly fine. $400 is all i have to spend, so i cannot go over by much.

It'd be useful to both you and me if you put the specs of your old laptop in this forum. Because of the fact that $400 USD is not enough money to buy a new, good laptop, you may be able to upgrade your processor(s) and hard drive with the four-hundred you have.
For instance, an Intel i7-4700 Processor is avalible for purchase at a price of $246.99. Furthermore, RAM (or Random-access Memory) is essential to playing many games. An 8GB RAM Stick is about $79.97. These two items will cost you about 326.96 + Tax
You will be able to run Minecraft on it but you won't be able to get a stable FPS. The processor is decent, the ram is enough, graphics on that laptop is way too weak. HDD should be enough. You will still be able to play with Optifine tweaks but look at the computer below. After 20 minutes of comparing and finding the best computer for you and for your price range, I found the Gateway NE57005u. It does have a Windows 8 operating system, with 4GB RAM and better processor than that one you mentioned. The graphics is good enough to play some games and I'm myself using this graphics (on my office-laptop) and I can say that you can play Minecraft very smooth. As far as i can tell, the graphics card on this model is part of the motherboard and cannot be replaced without a new motherboard, which i do not trust myself enough to replace.
A laptop with equal or better performance as my current one would be fine. The only things I have to stress a lot are the screen has to be at least 15 inches, and it cannot be widescreen ratio, it looks weird to me. If one cannot be found to match these, that is fine as well. (Current performance with tiny render, fast graphics, smooth lighting on is about 60 FPS.

Both are integrated and in this situation the HD 4000 is newer and more powerful as a integrated card. The ATI integrated card isn't the best because it is old and isn't up to date. I'm sorry, but you can't get a dedicated card either for that price, BUT Intel is better in this case because it is newer and will work better.
I'll make a little comparison so you can understand what you are buying.
(Intel HD 4000) - (ATI 4250 HD)
Core Speed:
650MHz - 560 MHz (We can see that Intel HD 4000 got a better core speed than the ATI 4250 HD)
Release Date:
Mar 2012 - Mar 2010 (HD 4000 is newer and up to date, it will give better performance because it uses the new techonolgy and ofcourse every year things gets better)
Memory Type:
DDR3 - DRR2 (DDR3 is faster and better, DDR3 has 128Bit Memory Bus while the DDR2 has 32Bit)
DirectX:
11 - 10.1 (Like I said, the newer it is, it should be up to date. It is using DirectX 11, which is one of the latest)
Shader Model:
5.0 - 4.1 (The same goes here.)
OpenGL:
4.0 - 3.3 (..And here..)
In terms of overall gaming performance, we can say that the graphical capabilities of the HD 4000 Graphics are significantly better than the Radeon HD 4250.

Adding that he isn't looking for high-end (seriously i7-4k series?) high priced parts. He wants a laptop he can play games with minimum trouble. I think 4GB RAM is enough, he won't be able to use 8GB RAM anyways.

Core clock has nothing to do with performance, hence why a Titan can beat a 680 with a much lower clock.

While you are correct in this case, you can't just assume that newer means it will perform better. A GTX 280 will still outperform a GT 610, despite being 4 years older.

Just to say, I compared those and made research before posting, and yes HD 4000 is way more better than that one. Higher Clock rate is just one of them, it is not a huge performance gain but it isn't possible to compare everything. I didn't have enough information of both integrated graphics card to compare them to every feature they had.
