Because everyone is 'leeching', and there's only a small proportion of seeders who actually have the entire file. It's just how torrents work, look for ones with a higher ratio of seeders:leechers and you'll get better, more consistent download speeds.

Anyway it seems you need to learn the basics of torrenting, and if this topic gets locked / deleted u can just pm me.
Seeders:
Seeders are people who have the entire file(s) already downloaded and are sending it to everyone else.
Peers / Leechers:
Peers or leechers are people who have not yet completed downloading the torrent but they can still send what they currently have. Which means that if there was one seeder, and one peer and the seeder uploads only 98% of the torrent and then goes offline, the peer will be sending only 98% of the file to everyone because that's all he has. So therefore everybody will be stuck on 98% until another seeder comes online.
So basically just look for the torrent with the highest amount of seeders.
