My computer's started doing some really crazy s**t.
Randomly while using it, or even if it is idle, it will shut off completely and refuse to boot back up properly. When trying to start it again after it does this, it turns on for a few seconds and shuts back off, then turns itself back on and back off (I only press the power button once) over and over again until I unplug it. When it starts up normally, during POST is supposed to beep once for every USB device plugged in. It doesn't beep at all when this crap starts happening, so I know it's failing to POST.
When it eventually decides to turn on and POST, the BIOS always comes up with this message:
"WARNING: The previous overclocking attempt failed. Press F1 to enter setup, Press F2 to apply default settings and enter setup."
I don't even overclock it! What could possibly be wrong with it?

Nonononononono.
A successful POST is a single beep. Any more than that designates an error of some kind. Not all errors prevent it from booting however.
Sounds like you initially had a problem, that got worse over time and is no longer fixable.
If you didn't overclock it could be a corrupt BIOS, a bad mobo or a bad CPU. It's hard to tell.
That's..... odd..... Is there any way you can test another CPU or mobo? If not, I guess you could try that. You don't have many options.
Have the CPU's temperatures been fine?
No, it turns on and back off after about 3 seconds. Then turns itself back on and back off over and over. Unfortunately I don't have another cpu that works with the socket on the mobo and vice-versa.
As far as I know they've been okay...Idle temps are 35c~40c and temps during load I get 40c~55c. I don't watch them all the time, though, since they've been stable ever since I built it.

Yeah temps are fine.
I would normally say this is a PSU problem but that wouldn't give errors about the clock speed. This means it's either the mobo, the BIOS or the CPU.

I'll try to flash the BIOS and see what happens...I don't have any way to test the mobo or cpu. There's been two updates since the BIOS I have on it now was released. I've never done this before, is it safe to try?
Unless you are willing to send the mobo and CPU back for replacements, you don't really have any options.
As for safe, it depends, make sure you read the instructions thoroughly at least 6 times before doing anything. I don't flash BIOSs often so I can't say.
This can be a issue of very bad RAM. I know when I was OCing my Ripjaws X, if I got it wrong "did quite a few times", it would reboot a few times like you said, then display that Overclocking has failed message with F1 and so forth.
While odd it says USB issue for bios beeps, I dont belive that. Take a stick of ram out and test it. If it does do it again, take the other ram out and put the other back.
CPU isnt likely to cause this type of problem, for I have the Z68 G43 B3 motherboard and know the bios well in it. Memory failures, will do what you said it is doing.
However, still could be a corrupt bios or bad motherboard, can always flash the bios using Live Update and see what happens then.

That's what I thought but it's a real thing. Quite possibly the dumbest thing I have ever heard of. :|
As for the rest, this is why I hate remote support.

It said not to try if it is possible for the PC to turn off. O_o
Oh well, did it anyway. I suppose it installed correctly, there's no more "USB enumeration" beeps, just one low, ugly, beep. I actually miss them.
I'm going to leave it on overnight and see if it shuts off...

I thought about the memory, too, but switching them around never did anything. Maybe flashing the BIOS helped.
update the BIOS.
If problem persists wait until you can ACTUALLY boot into windows, then up prime95 to test CPU. If it crashes try it a few more times just to make sure.

You'll need to check your motherboard manual.
I know it sounds weird, but that is what this board does. Manual says it's "USB Enumeration Beeps". It's stupid.
I'm not sure how we are supposed to tell why it isn't POSTing if it does that. :|
Unplugging all USB devices makes it only beep once when everything is good, but when it refuses to turn on, it doesn't beep at all. It just turns off.
Maybe I should try flashing the BIOS?
