So whenever I try to open up my FRAPS (always worked before) it opens up a new process named consent.exe, which is unstoppable. FRAPS refuses to open and I have about 15-ish consent.exe's running, because I never noticed it. Next, my taskbar at the bottom of the screen is hiding for some reason when I have my browser open, but not anywhere else. I have no idea what's going on (virus?) and I really need some help before this gets worse.

There's also a process named atieclxx.exe that I've never seen before. What's this?
Consent.exe is the UAC popup since FRAPS needs to run as admin to capture footage/audio properly in most instances.
FRAPS does not open because you need to hit "yes" on the UAC dialogue box. If it did not pop up check your taskbar for a flashing window.
If you have 15 or so UAC windows up, restart the PC it should fix everything.
If the taskbar is hidden with the browser open you likely have it in fullscreen mode, hit F11.
ATieclxx.exe is the ATi control panel, IIRC but ATi does not exist anymore and with a current (read: after 2007 or so) graphics card driver it would be called the catalyst control center.
At this point I would say to upgrade your video card drivers, however, there is a trojan known to disguise itself with that name and that is the likely cause.
Boot into safe mode with networking (hold down F8 after the bios splash screen until you get to the menu), download malwarebytes antimalware and run a full scan.

I would just use Avast! or MSE and then do Malwarebytes

Just start windows in safe mode, and delete the files.
Before restarting in normal mode, download Avast! Free antivirus.

You could have gotten a fake crack (if you didn't buy it).
