If you're not opposed to IEMs I'd recommend the Soundmagic E30. I haven't heard them myself but they're supposed to be just about the best sound quality you can buy for under $50.
I have a pair of soundmagic earphones, different models to the E30's, but I wouldn't doubt that the E30's are a good choice.
I own a pair of Soundmagic PL30s. They have pretty good sound quality, especially for the $25 I paid for them(This coming from someone who owns a pair of 200 dollar headphones). The E30s are a newer and more expensive product, so I have no reason to believe they'd be less than great for the price.
Note: earbuds please don't post any headsets or headphones.

Earbuds as in the things that come with ipods? Yes. They suck.
In-ear headphones however? No, not by a longshot. Similar audio quality to good headphones.
