I'm very interested in how you arrived at that conclusion, Intel HD 2000 is absolutely awful, it will probably not even be able to maintain 30 FPS. Not only that, but the i5 2400 is a CPU from 2011. Even a laptop <$400 today will perform better graphically.
I looked up Intel HD 2000 on userbenchmark and compared it with my old graphics card (ATI Radeon 2400 HD Pro) and in all four tests it had double the FPS of the Radeon 2400, that card gets about 40 FPS and so I doubled that.
i5 - 2400, 4 cores, 3.1ghz.
8 gb of ram

and if you could tell be a better prebuilt pc under 400$ that would be great!
You should get well over 80 FPS with that. I seriously doubt you'll get anything better under $400.
