Yes, there is a way to do this, I believe it should work between windows 8 and windows 7. It's called Internet Connection Sharing (ICS for short) microsoft even has a how to page explaining how to set it up, here is a link.
The page seems to be set up for windows 7 but you should be able to just search for control panel in windows 8 and then follow the same steps as I don't think the control panel has changed much over the years.
So my laptop can connect to wifi (Windows 8.1)
But not my desktop (Windows 7)
If I plug in a ethernet cable to the desktop and laptop will the desktop share the laptops wifi?
