I seriously doubt any company would deliberately slow down their own software on competing platforms. That'd just hurt their own image more than anything else. Most likely it's just a lazy port, presumably because it's made by people (Apple employees) who aren't as familiar with the Windows API as with their own company's operating system, and because it's not a high priority for development improvements.
