Can these specs (http://pcpartpicker.com/p/9fJH8d) run a 512x resource pack (like R3D.CRAFT) and SEUS Shaders (10.1 Standard/Ultra/DOF/Blur) with 0 lag (50-60FPS+)? How much FPS can I expect to get?
Indeed it will, with those specs you can probably expect an fps of around 50 fps with a 512x resource pack and around 30 with shaders installed.
How can that be? I have a computer with a 3 year old i7, 8GB of RAM, and a Radeon HD 6970M 1 GB, and I get 60 FPS with 512x (but with major lag spikes frequently). So I'm confused, will the pcpartpicker PC just remedy the lag spikes, or perform better than my current PC?
I think there are several factors to take into account here, not only considering your hardware. Why don't you just upgrade your current computer instead, and possibly due research of certain hardware capability?

It'll perform better. The 280X is a good deal better than the 6970M, and the i5 4690K will perform better than your old i7.

It'll perform better. The 280X is a good deal better than the 6970M, and the i5 4690K will perform better than your old i7.

Anyway, if it helps at all, I'm running an i7 4770K and a GTX 770, so overall it's at a pretty similar level to the PC you're thinking of putting together. I use 256x texture packs and optifine, and I just loaded up a map on far render distance. I was getting a steady 200-300 fps. I'm not sure how much that would drop with 512x and shaders, but I'm sure it would be perfectly playable.
If you're doing serious overclocking get a better CPU cooler. If you aren't, get a cheaper motherboard.
Since you're getting a 1440p monitor you might want to bump up the graphics card a bit. The 280x should be fine for running games in medium/high settings at 1440p, but since you're spending nearly $2000 you might want to max out every game.

So you run Minecraft 1.7.5 first, X out of it, then run the Shaders Mod, click Install, and go to the Launcher and press the Shaders-Optifine-1.7.5 on, once in at main screen, drag R3D.CRAFT to your resourcdpakcs folder (as a .ZIP), you can open it by clicking Open Resourcepack Folder, now go to Options, Resource Packs, and click the Right Arrow button over R3D.CRAFT's icon, and wait for it to load. Then, load in a standard world (no superflat), and go to Options, Shaders, and press SEUS v.10.1 Standard, then once it loads (obvious to tell), press ESC, press F3, and tell me your average FPS. If you can do this I would be ever-so greatful!

A 3 year old motherboard doesn't seem like something putting to much into, but honestly I would OP. I would wait to build a PC in 2 more years, whenever DDR4 is out and cheaper than it will be at launch.

Yeah, no problem. Nice shaders by the way, they look great. Unfortunately, they killed my performance much more than I thought they would.

ASUS Maximus VI Formula Z87 motherboard
Minecraft allowed to use up to 12GB of RAM. (16GB Corsair Vengeance Pro installed)
MSI GTX 770 Gaming Edition 2GB
1920x1080 monitor
FPS measured with f3 in game. Far render distance. I used a regular survival world of mine, in an area next to a large stretch of water and several forests. For each one, I ran around for a little bit while watching the fps fluctuate.
128x textures, no shaders - 200+ fps
256x textures, no shaders - 150+ fps (mostly over 200)
512x textures, no shaders - 50+ fps (mostly over 100)
128x textures with seus shaders - 40+ fps (mostly around 40-50)
256x textures with seus shaders - 15+ fps (mostly around 15-25)
512x textures with seus shaders - 1 - 2 fps. (when it worked. A few times it got into an argument with my graphics driver and quit entirely)

If he does decide to do it, remember that he probably does not have a 1440p monitor and you will get slightly lower performance.
