Every version of Java Minecraft, up through the latest 1.15.2, has a fairly stable Forge release. As you go back in versions, however, there are exponentially more mods available to play. The latest "big" version to have tons of mod choice, including most of the major releases, is 1.12.2. Some smaller mods and utility mods are available for 1.15.2, however, so you can totally play that with some less choice.
If you had some specific mods in mind, we might be able to provide more guidance.

[EDIT: Upon re-reading your post, you actually have access to many versions of Minecraft. Upon purchasing the Java version of the game once, the launcher will allow you to play any version I believe from Beta onward, selectable in the Installations tab near the top. So you could play 1.7.2, 1.12.2, 1.14.1, or 1.15.2 with just a few clicks. Hope that helps! ]

well... any version from the very beginning to the most recent experimental release is available to play. Just that some are hidden behind options and some settings.

Hi, I´m new in the Minecraft world. My daughter enjoys playing and she want´s some mods.
So I would like to use Forge to put some mods on the game.
So I need to know which Minecraft Java Version ist the best to work well with Forge.

You can use some custom Launcher - with it, you can easily use modpacks in nearly every version and all kinds of mods
Most of them are pre-configured - so you avoid issues and crashes by creating itself
You can test Technic Launcher and search for modpacks:
