Okay, a quick question and for some advice for a noob like me.
Should I start using mods now? Or after I beat the ender dragon?? Because I want to do a lof of fun stuff like create worlds and stuff for others to download and play in.

I think a few non-game-changing mods are good to have.
One example of this is Optifine. It does not change any game mechanics but gives you a better experience (like zoom and the ability to have HD texture packs).
Another mod to consider is Rei's Minimap. It gives you a map and allows you to set waypoints so you don't get lost.
As for game changing mods (like redpower, thaumcraft, mystcraft, buildcraft, industrialcraft, etc), I would finish Minecraft (i.e. kill the enderdragon) before installing.
I believe that it depends on both what type of mods you want to install and what you want when you are playing. The mod he mentioned above, optifine, is a mod to increase your game performance by changing the values of certain visual aspects of the game, such as turning off different animations,setting the distance you can see at, and changing the quality of how your world looks to increase speed . Overall it is a good mod to have in order to increase your fps. Different mods will do different things to enhance different aspects of your game play. There are world mods like Twilight Forest and Mystcraft that don't change much but to add another world and a way to get to them. Then you have that allow you to spider climb, fly in survival, disabling fall damage, and other things that effect the player directly. So I guess the question we need answered is what type of mods are you talking about and how do you want to use them. I personally have only been playing for a few months and I jumped right into mods, I explored many servers that used them and from there i learned how to install them on my computer to affect how I played in SP. Now i use Twilight Forest, a mod that creates a whole new magical world, Extrabiomsxl, Big Tree's Mod,Metallurgy, and Pam's Mods. Along with optifine. All of those mods add something new to the game, as do many others.
I wanted mods to help when I make buildings and such, like the water shader or tnt mods and biosphere and that warp beam mod and the castle knight mods. I don't know too many mods, but thats what I have so far.
