I haven't installed mods since the old launcher and I watched several tutorials for the new one over and over but I guess I did something wrong because the mods aren't showing up.
My version is 1.13.2, all the mods I picked and the forge version are compatible with that. When I open Minecraft, Forge shows up as a mod but none of the other mods I put in do. I've tried taking them out, opening Minecraft, immediately closing it, then putting them back in.
I did create the mods folder manually, but it is in the Minecraft folder and is spelled in lowercase.
What could I have messed up? Any help is appreciated, thank you!
This does sound strange but has happened to some before I've helped out, can you show your .minecraft for mods and versions?
And state the Forge 1.13.2 version your using?
Obviously you double clicked the Forge Installer, selected client, it installed. Or if you are changing between Forge 1.13.2 versions or it doesn't work you select the Forge version from the Launch Options settings and the profile for Forge 1.13.2 and then go to the version drop-down box to go about selecting the Forge 1.13.2 versions above 1.13 Release versions of Minecraft instead of below Release 1.0 for Forge 1.12.2 and below versions. This is common for Forge 1.13.2, Rift Modloader (Mods for 1.13 & 1.13.2 8 months before Forge 1.13 was a thing so...) and Fabric Modloader (1.14 snapshot modloader) do this for version selections now.
You do know what your doing though so I'm not sure what the case is.
Did you miss any core mods per chance? Otherwise I'm really not sure since things should work.
I'm pretty sure I didn't miss any extra files for the mods, I'm using Forge 1.13.2-25.0.57. Forge only requires that you download its installer and then it's installed right? It only needs that one file? I just downloaded and run the installer and assumed it was working when it showed up as a mod, maybe I missed a step there.

Forge is just an install to client and then your done.
Then mods should be loaded once in the mods folder (not a 1.13.2 folder as Forge, Rift & Fabric can't read mods in deeper folders, which 1.12.2 Forge can).
.minecraft is the common 'standard or vanilla' Minecraft setup where all the important stuff goes for not just modded but the main game itself. It's in appdata (if referring to Windows). What Launcher are you using? Vanilla/Standard or Twitch?

I see the problem. Dynamic Lights uses Rift Modloader for 1.13.2, not Forge 1.13.2. It states in the mod's changelog on curseforge for the 1.13.2 versions. The developer stated they used Rift due to benefits it had over Forge 1.13.2 in it's current state.
If you want help with Rift I have tutorials on it and I can redirect you to the latest Rift 1.13.2 installer since it's not easy to find when it's on github or discord or so compared to other sources of a modloader for whatever reason they have it 'accessible' for 1.13.2 versions of Rift. From my experience anyways.
If you need help with Rift I've already got a Thread dedicated to it for help. Sadly though unlike say Liteloader (which might be dead at this point :() Rift and Forge don't work together 'yet'. It might be happening but it's planned at least just has been talked about. Install Tutorials, Compatible Mods and so on since 'knowing what is compatible' isn't easy and a support request to clear up the 'lack of clarity of modloaders or modloader support' has been put forward that I agree with.
Otherwise yeah you'll need to get used to what's Rift & Forge 1.13.2 compatible since Rift & Fabric are new modloaders for 1.13/1.13.2 (Rift) and 1.14 snapshots (Fabric) which is a thing to get used to after the closest to that was Modloader and Forge way back when.

Edit: Oh wait. I removed Dynamic Lights and tried Ruins Mod, which on tLink Removed says it only requires Forge and it still isn't showing up in the game. Sorry
Try redownloading the Ruins mod for 1.13.2 from CurseForge and see if it works then.
While you're here, this is a good time for my mod reposting website speel. In short, 9minecraft is not a good website to download mods from. They frequently list mods as working on certain Minecraft versions which the mod has not even been updated to yet, which causes a lot of problems. Modders also receive no money for downloads from those mod reposting sites. Malware has also been found on those websites because the modder has no control over what files they upload. Click on the StopModReposts banner in my profile for more information.
Anyways, as I said, try redownloading Ruins from CurseForge and see if that fixes anything. If it doesn't, post your launcher's log and we'll hopefully be able to see what's going on.
