The AM2 config file with potion IDs is in \minecraft\config\AM2\AM2.cfg. If you don't know what it's conflicting with you may try changing all AM2's potion IDs to unused IDs.
You can get a list of unused IDs by using NEI to dump them. Open your inv, click Options > Tools > Data Dumps > Potion IDs. Make sure you cycle through the options next to the Potion IDs button until you get to Unused. That will print a spreadsheet to \minecraft\dumps\. Excel or OpenOffice Calc can open the file.
Unfortunately, this dump cannot help in locating conflicts. If two effects share the same ID the list will only dump one of them. I suspect whichever one was installed last will win.
Only other option, and this might be worthwhile to do anyways is to go through all your configs and make a list of all IDs in a separate document to better keep track of everything.
While you're at it, checking Biome IDs might be worthwhile. Those often conflict. I know AM2 Witchwood Forests share an ID with one of BoP's biomes.

Odd, the potion ID's show in my config. If ever you need them again it might be helpful to delete your current config and let AM2 generate a new one for you. Hopefully the IDs will be there that time.
Potion ID conflicts do not always crash minecraft. I currently have some potion ID conflicts in my modpack that I have not yet bothered to track down and the rest of the game runs fine.
