In my opinion, most mods provide a high end challenge for those wanting a mental challenge.
Those players not in the mood for a mental challenge will most likely venture into the high end of tech mods.
The problem with a lot of balance pursuits is excessive crafting complexities right from the start.
I.E. IC2 experimental with the gregtech addon, Hunger Bar overhaul, etc.
I have visited many servers with a difficult/complex low end and found very few players, where as the extreme opposite server with Creative mode servers always have 5-10 players at any given time.
It is my opinion a mod pack configured with an easy low end as well as good balance and a complex high end, as GregoriousT has attempted to accomplish, would attract a wider variety of players and still be a lot of fun.
