1.) Allow us to pick up the the colored water in the cauldron with buckets and keep the color
2.) Allow us to dye water source blocks
Why would anyone want this?
I think most people prefer water to look blue, however there are some texture packs in minecraft that im sure people love but the water is pink or green. This type of situation is where i think my two suggestions above would help, making players more happy with their favorite texture packs or more likely to buy another texture pack that has water color that they dislike.
Should it be a top priority?
I imagine that this should be no more important than the enjoyment that the recent update, that brought us more half slaps and stairs, gave us. Its a small change that will make some players happy but just like with the half slabs update, you can make a lot more changes with the water color suggestions so that a lot more players would be happy with different small changes. Which i do think is sometimes better than just releasing a big update that brings something new but forgets all the little things thats been bothering people.
Counter: Why not just use cauldrons or glass when you dislike the color of the water?
Using Cauldrons to substitue for water often ends up looking like a metal fishing net, or a metal statue in your pool and fountain builds respectively. While glass on the other hand often makes home pools feel like they are there for purely decoration rather than fun.
You see.. what makes minecraft so special is how close players can get to making things they have dreamed of into a reality, and having their friends come experience this dream with them. I truely believe that the more changes that are made to minecraft to give players a deeper sense of what it would be look and feel like to live in their dreams, the more people will be addicted and fall in love with the game.
